- Description
- In accordance with FAR 6.302-1 (a)(2), Department of State, American Embassy, INL (Mexico City, Mexico) intends to award a sole source firm fixed price contract for the acquisition of four (4) day intensive training course for thirty (30) Government of Mexico Vetting Law Officials on Basic and Advanced LSI SCAN Techniques. Service includes: a. Intensive Basic Course in SCAN techniques to include: • Definition of SCAN • Obtaining Information under Authority Regulations • Obtaining Information as a Verbal Process • Getting Pure Version • Detailed Investigation • After the Interview • Detection of fraud through the Structure • Detection of fraud through the Content b. Intensive Practical Exercises in Advanced SCAN techniques to include: • SCAN Workshop • Practical Exercises in SCAN Techniques • Step by Step of SCAN process c. Instructor Requirements/Evaluation factors: • The Contractor shall provide any written material in Spanish. Contractor shall provide copies of all language tests or certifications for each instructor. • Instructor/s must be certified to teach SCAN techniques • Instructors shall be trained as SCAN technicians. • Instructors shall have experience teaching the course to Spanish speakers and Government of Mexico law enforcement officers. d. Training Requirements: • The training course will be comprised of thirty (30) Government of Mexico Vetting Officials. • Training materials/Manuals/Handouts/Activities should be provided in Spanish and should be provided by the contractor two weeks prior to course commencement. • PowerPoint presentations/slides shall be presented in Spanish. • The contractor shall be responsible for developing the curriculum in accordance with law enforcement standards. • The VIEW Questionnaire with basic Instructions for use. • A CD-ROM with SCAN guidelines, case studies, and homework exercises, including: SCAN Workshop Guide VIEW Guide Anthology of LSI SCAN Bulletins • Support, ongoing support with doubts on the use of SCAN technique e. Training will be held in Mexico City. This notice of intent is NOT a request for competitive quotations. However, interested parties may submit their capabilities and qualifications for future procurements in writing to the identified point of contact not later than September 01, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not companies are qualified for future similar procurements. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent. Interest parties may submit any information for consideration by the Government to CruzPE@state.gov with solicitation number referenced in the subject line.
