Agency: Department of the ArmyAugust 19, 2014 Office: U.S. Army Corps of Engineers Location: USACE Middle East District Solicitation Number: W912ER-14-R-0035 Notice Type: Revised Sources Sought Synopsis: 1. This is a Sources Sought Notice. The purpose of this notice is to perform market research in order to determine if any A-E firms are interested in performing work in the proposed area of responsibility and request for information advertisement only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers Transatlantic Middle East District (TAM) is conducting market research to determine the market capabilities (of both large and small firms) to provide Architectural and Engineering (A-E) Services in support of its Gulf Cooperation Council (GCC) clients USACE anticipates awarding two Regional SATOC contracts with an estimated capacity of $45M each for Base Year and Four (one) Year Option Periods within the GCC area, which includes the countries of Saudi Arabia, Bahrain, Kuwait, Oman, Qatar, and United Arab Emirates (UAE). 2. PROJECT INFORMATION AND WORK: The work consists of Design and Other Architectural and Engineering in nature service and incidental services in accordance with FAR part 36.601-3 and 36.601-4, primarily for the GCC countries. The actual work will be done at the Contractor's facility except for trips to the USACE facility(s), the project sites within the GCC area, or other facilities as required for completion of a task. Task orders issued under this contract will NOT include positions or efforts that are considered to be inherently governmental, see FAR part 7.5. However, it is the intent of the Government to call upon the A-E to serve as advisors to Government's personnel during the performance of the contracts. The New SATOCs will support GCC client needs, programs, and missions assigned to TAM for predominately Foreign Military Sales (FMS). Primary tasks under the New SATOCs will consists of but not limited to Civil Works Programs involving planning for new developments, site installations, land use, urban development projects, planning and design for traffic and transportation initiatives, engineering and design for a variety of existing and new infrastructure improvement projects including primary utilities and energy. 3. DISCIPLINE AND TECHNICAL SUPPORT: In accordance with FAR 36.601-3 and 4, qualified professional disciplines described within will be used to support all levels of the work. This includes but not limited to civil engineer, structural engineer, mechanical engineer, electrical engineer, fire protection engineer, environmental engineer, environmental scientist, sanitary professional, geotechnical engineer, hydraulic engineer, interior design, surveyor, specification writer, cost estimator, landscape architect, industrial hygienist, biologist, geologist, chemist, computer automated design operator, marine, transportation, planning, and graphics technician. 4. TECHNICAL REQUIREMENTS: The A-E should be familiar with TAM's operations in terms of automated management review systems, computer aided estimates, computerized specifications, computer aided drafting and design systems, TAM's PC software requirements, regulations and standards. In addition, the A-E should be familiar with the GCC countries design standards, expectations, and culture. 5. SUBMISSION REQUIREMENTS: Responses to this sources sought announcement will be used by the government to make appropriate decisions regarding the acquisition process and requirements. Contractors responding to this sources sought must complete the attached survey; as well as provide an Experience/Capabilities Statement, which shall not exceed five (5) pages, using Arial Font Size 10.
