Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation; 10545994 is issued as a Request for Proposal (RFP). Request for Proposals are due by 19 September, 2014 no later than 1000 am(PST). The RFP will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 334220; size standard 750 employees.The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting proposals to procure the following supply or services: CLIN 0001: 6 each Brand Name or Equal (Harris) Portable XG-100P, 136-870 MHz IS Part Number XP-100F-IS. Radios must provide / include (salient characteristics). The radios must be compatible with other Harris radios, must be able to be utilized with the Oregon State Wide Harris Radio System and the Portland Air National Guard SR10A Harris Switch at the Portland International Airport with feature loss with competitor radios as well as fully intergrate with military SINGARS radios systems. - Full spectrum multiband frequency coverage; 136 MHz-174 MHz, 380 MHz-520 MHz, 762-870 MHz. -Full APCO P25 Compliance to include Digital P25 conventional, Digital P25 trunking and encryption features as well as Analog FM. -16 Channel selector minimum. -12,500 channel storage minimum. -Continuous scanning across all bands, voice modes and encryption types. -10 Mission files with 150 channels each. -Built in noise reduction. -Clear audio in high noise environments. -Built in secure blue tooth technology and blue tooth cloning. -Built in GPS receiver; send positions securely over the air and includes full color display that has intuitive under interface and front panel programming; transflective color display. Touch screen. -Conforming grip and easy to use buttons for handheld operations (soft keys / DTMF Keypad - 12 key alphanumeric). -Large knobs and configurable top display for holster operation. -True software-defined architecture that supports future P25 standards. -Comparable / meets MIL-STD-810 rugged and submersible standards. -Belt clip. -Accessory connections include speaker phone / microphone and USB data connection. -Programmable hot-key; scan, nuisance delete, monitor and keypad lock. -Oversized PTT; channel up/down, backlight control and mute. -6ft Coil Cord. -1 Bay Charger. -Vehicular Charger. -Power Adapter Kit. -Includes Vote Scan. CLIN 0002: 12 each Rechargeable Lithium Battery for the above specified radio CLIN 0003: 2 each Cables; USB used for computer interface (RF-6650P Communications Planning Application) CLIN 0004: 2 each KVL Cables; Adapter Cable supports loading encryption keys with the Motorola KVL-3000+. CLIN 0005: 1 each Software Programming Package; allows interfacing capabilities with other Harris radios. CLIN 0006: 1 each Service, Radio Personality Manager; provides updated services. Will be used in conjunction with the software programming; keeps software current as new releases are made available. Requirements for your proposal: Please submit a proposal on your company letterhead showing a price per contract line item (CLIN 0001-0006) with at total price at the bottom.
