- D- AUTOMATIC DATA PROCESSING AND TELECOMMUNICATION NOTICE DATE: AUGUST 20, 2014 Notice Type: Pre-solicitation NAICS: 541330 - Engineering Services Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of The National Ocean Service (NOS), Silver Spring, MD is soliciting a requirement for Applanix services to survey platforms for hydrographic surveying, in accordance with the attached Statement of Work. The total period of performance for all work specified in the Statement of Work is September 30, 2014 - August 31, 2015. Solicitation number EA-133C-14-RQ-1094 will be issued August 20, 2014 and will close August 29, 2014. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors specified in the solicitation. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 AM Friday, August 29, 2014; any award resulting from this RFQ will be made based on the evaluation criteria specified in CAR clause 1352.213-70, Evaluation Utilizing Simplified Acquisition Procedures. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (3) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (4) Price. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about September 3, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
