- The Centers for Disease Control and Prevention, NCEZID/DSR/BCF, 1600 Clifton Rd. NE, Atlanta, GA, 30329, hereby announces its intent to issue a sole source contract in accordance with FAR 6.302-1 to Bruker Daltonics, Inc., 40 Manning Road, Billerica, MA 01821, to purchase a Bruker ultraXtreme MALDI-TOF/TOF instrument. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The CDC Biotechnology Core Facility within the Division of Scientific Resources requires a instrument to replace an outdated platform for screening of Core synthetic products (oligonucleotides and peptides). The organization is seeking an instrument that is capable of between 1 - 2 KHz acquisition speed with fmol and amol sensitivity; capable of performing both positive and negative mode ionization; capable of performing three (3) modes of operation: Linear TOF, reflector TOF, and MS/MS. Mass resolution in relfector mode should be between 15,000 and 40,000 range depending on m/z and accuracy should be in the range of 5 ppm with external calibration. The system should also be compatible with existing CDC software, the Bruker Biotyper software. Acquiring a Bruker ultraXtreme is the anticipated solution for this acquisition to ensure compatibility with existing software systems. By preventing a change of software platform, the lab will prevent unneeded delays in the development of any assays associated with staff utilizing a new platform or having to be retrained to use the new software or refine analysis techniques. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contract Specialist within 15 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days, negotiations will be conducted with the Bruker Daltonics, Inc., as the only source and a contract will be issued without any additional notices being posted.
