- The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with PIRA Energy Group for PIRA’s Global Crude Oil & Petroleum Products Retainer Service and PIRA’s Global LNG Service. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are online access to leading energy experts for solid fundamental analyses and data across the energy market, particularly with fossil fuels in order to understand the possibility and likelihood of changes to supply and demand due to political unrest. PIRA’s Global Crude Oil & Petroleum Products Retainer provides in-depth and independent analysis of worldwide crude and petroleum products markets, including fundamentals data, price forecasting, and insight into market developments and emerging trends. Price forecasts are provided for over 25 different grades of crude oil, as well as for petroleum products in the U.S., Europe, Asia and Latin America. Updates to PIRA's world oil supply and demand balances, include OPEC crude production, non-OPEC oil supply and world stocks, and global demand. PIRA identifies the impact of political risks on energy markets and analyzes strategic trends in the oil and natural gas/LNG sector as well as political risks in major energy-producing and -consuming countries in a timely manner. At the same time, PIRA provides in-depth analysis of emerging political, regulatory and investment trends that will alter the investment climate. PIRA’s Global LNG Service Forecasting supply, demand, inventory, and price is just part of a comprehensive, yet concise look at broad trends in the market. The service covers both the traditional and contract flows of LNG as well as market-responsive spot trade providing information on how gas will be consumed by sector and at what price. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
