- SOW The United States Coast Guard Surface Forces Logistics Center has a requirement and is requesting quotations for the following to be OPEN/INSPECT/REPORT with possible repairs in accordance with SOW : Item 1) NSN: 3010-12-344-0596, Transmission, Mechanical Mfg. Eisenwerke Reintjes GMBH P/N WVS 234 U P Serial No. 63152 and 61779 Quantity: 2 ea Offers may be submitted on company letterhead and must include the following information: (1) Loaded Labor Rate: __________ (This rate shall include direct and indirect labor costs associated with the labor rate, G&A, overhead, and profit). (2) Inspection Charge Per Transmission: tiny_mce_marker___________ (This price shall be the price the Government shall be obligated to pay if the Transmission is determined to be beyond economical repair). (3) Preservation, packaging, and marking: tiny_mce_marker_____ (This charge shall be the charge the Government shall be obligated to pay for preservation, packaging, and marking as outlined in the attached Statement of Work. (4) Replacement cost for new Transmission (if available): tiny_mce_marker____________ NOTE: A Department of Labor Wage Rate Determination shall be requested upon award and shall be incorporated in the resultant purchase order. Delivery Schedule - Delivery is required by 12/01/14. Please provide your proposed delivery________ Used on Coast Guard 47' MLB. Substitute part numbers are NOT acceptable. Each Mechanical Transmission shall be individually packed in a WOODEN BOX and shall be capable of providing adequate protection during multiple shipments and long term storage. Markings shall be in accordance with Coast Guard specification SP-PP&M-001. Inspection and acceptance shall take place at Destination after verification of preservation, Individual packaging and marking requirements and confirmation of no damage during transit. Failure to comply with packaging requirements will result in rejection and nonpayment. Delivery shall be F.O.B. Destination to USCG Surface Forces Logistics Center, Baltimore MD. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY. It is anticipated that a non-competitive sole source purchase order shall be awarded as a result of this synopsis/solicitation. It is the Government's belief that Karl Senner, Inc. is the only known North American repair facility of Eisenwerke Reintjes GMBH who can obtain the required technical and engineering data, and genuine OEM parts, required to successfully repair this items. Concerns having the expertise and required capabilities to provide these items are invited to submit complete information discussing the same within three (3) calendar days from the day this notice is posted. The information submitted must include a letter from the OEM verifying the offeror is an authorized distributor, and verifying the OEM will supply only genuine OEM parts. EVALUATION Award shall be made without discussions unless the Contracting Officer determines discussions are necessary. Quotations received in response to this synopsis/solicitation shall be evaluated on a best value basis utilizing the following technical, price and price-related factors: (a) Technical - In order for a quotation to be considered technically acceptable the offeror MUST submit written verification from the OEM that the offeror is an authorized repair facility for the OEM. Quotations that are received without written verification shall be rejected as nonresponsive (b) Past performance -submit references where this Transmission or similar has been repaired for the Coast Guard or the OEM. (c) Price Technical and past performance is more important than price. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-76 (JUL 2014) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is _811310 and the Small Business Size Standard is _7.5 Mil. This synopsis/solicitation is issued pursuant to FAR 6.302-1. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with System for Award Management (SAM) and shall provide the company Tax Information Number (TIN) with their offer. The closing date and time for receipt of quote is AUGUST 28, 2014_, at _12_ p.m. Eastern Standard Time. The following FAR Clauses provisions apply to this solicitation.
