Description

NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to acquire services to provide programmatic and technical support to DNS-6 for the implementation of business applications, operational support and related initiatives, as well as all rights to the proprietary Congressional Information Management System software upon end of contract. The procurement is being processed through other than full and open competition pursuant to Section 4202 of the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with VPC Solutions, Inc. since they are the only known source with the capability of satisfying the government ™s requirements at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A firm fixed price contract will be awarded as a result of the solicitation, and conducted under FAR Part 13.5 for Commercial Items. The NAICS for this requirement is 541511. Interested persons may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NFLC Norfolk Contracting Department, Philadelphia Office. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this synopsis should be sent to the attention of Vincent Conicelli, Code 260.3G at vincent.conicelli@navy.mil. These responses must be received by 26 August 2014.
