No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socio-economic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond. NAICS Code: 324191 (Petroleum Lubricating Oil and Grease Manufacturing) Small Business Size Standard: 500 Employees Federal Service Code (FSC): 9150 (Oils and Greases - Cutting, Lubricating and Hydraulic) GENERAL INFORMATION: The U.S. Army Corps of Engineers (USACE), Portland District, has been tasked to solicit for and award a project / procurement for 2,200 Gallons of Mobil Delvac 1300 Super 15W-40 Extra High Performance Diesel Engine Oil for USACE Hopper Dredge ESSAYONS (One-Time Bulk Delivery). Salient characteristics of the oil include but are not limited to: - Meets Caterpillar ECF-3(Caterpillar Engine Crankcase Fluid-3) - Viscosity cSt @ 40 C; 114 (ASTM D 445) - Viscosity cSt @ 100 C; 15.0 (ASTM D 445) - CCS; 6500 cP @ -20 C (ASTM D 5293) - MRV; 19,000 cP @ -25 C (ASTM D 4684) - Viscosity Index; 137 (ASTM D 4683) - Pour Point; -30 C (ASTM D 97) - Flash Point; 236 C (ASTM D 92) - Density; 0.876 @ 15 C kg/l (ASTM D 4052) CAPABILITIES: 1. Vendors shall demonstrate their ability to procure 2,200 Gallons of Mobil Delvac 1300 Super 15W-40. One-time bulk delivery shall be made to the USACE Hopper Dredge ESSAYONS, which will be docked at Pier 1 in Astoria, Oregon on 16 September 2014. INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: 1. If a Vendor is able to procure 2,200 Gallons of Mobil Delvac 1300 Super 15W-40, in bulk quantity, provide a written statement stating so. Statement shall also state if they will / will not be able to deliver the oil to Astoria, Oregon on 16 September 2014. 2. In addition to above, Vendors shall provide their CAGE Code and DUNS Number to show proof of registration in the System for Award Management (SAM) - https://www.sam.gov. 3. If a Vendor is a Small Business and/or is classified under a socio-economic category (8(a), HUBZone, WOSB, EDWOSB and SDVOSB), please state so. Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence.
