Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price delivery order to Waters Corporation of Milford, MA, for the following: Acquity Ultra Performance Liquid Chromatography (UPLC) I-Class System, including: Acquity UPLC I-Class Core System with SM-FTN; CORTECS UPLC C18 Column, 90A, 1.6 µm, 2.1 mm x 100 mm, 1/pkg; UPLC/HPLC System and Software installation and Installation Excellence Kit. The system will replace an existing obsolete Agilent HPLC system in the laboratory. The Aquity UPLC is the only known instrument that can fully utilize the maximum capability of existing Acquity Xevo TQD tandem mass spectrometer analytical methods. If a different contractor is used, a separate programming and retro-fitting would need to be performed, and an extensive process would be necessary to revalidate scientific methods to analyze existing newborn screening samples. Such a process would require a significant time and resource investment. The Waters Acquity UPLC System is used by many state newborn screening laboratories, and CDC provides routine technical assistance for state newborn screening laboratories. CDC subject matter experts must have experience using the exact equipment used by State partners in order to provide the best technical assistance and training. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at lmickle@cdc.gov by 5:00PM eastern time on August 26, 2014.
