Description
Description: The U.S. Army Contracting Command, Rock Island Contracting Center, on behalf of The Office of the Project Manager, Maneuver Ammunition Systems, located at Picatinny, NJ is seeking possible small business sources for the manufacture and delivery of all or any of the fifteen small caliber ammunition items or configurations consisting of 5.56mm, 7.62mm and Caliber.50. A total estimated quantity of 50M rounds may be awarded in FY16 followed by options for quantities varying from 0-115M rounds per year for four additional years. Maximum quantities can be roughly broken out by caliber as a base award of 5.56mm 19M, 7.62mm 8M and.50 Cal 3M followed by a maximum 65M for 5.56mm, 40M of 7.62mm and 10M of.50 Cal for the next four years. If you have responded to the previous version of the Sources Sought issued on 7 November 2013, please respond again to this revision, indicating your capability for individual items. These items are identified by a unique Department of Defense Identification Code (DODIC) that describes the caliber, cartridge type(s), and the method and type of pack-out. The DODICs contained in this market survey are for complete cartridges and are to include all required packaging. The DODICs must meet the requirements of the applicable Military Specification and the U.S. Technical Data Package (TDP) associated with each item. Please provide the following information for each DODIC. Sources must respond to all information requested: Production: Capability: The source's manufacturing plan with descriptions of proposed manufacturing facilities, equipment, processes, skills, and expertise necessary and available to ensure compliance with the corresponding military TDPs to determine if the source fully comprehends the manufacturing capability requirements. Capacity: Sufficient evidence of the source's existing manufacturing capability/capacity to produce each DODIC to the maximum quantity indicated in the caliber quantities stated above. Sources shall identify their in-house facilities and/or subcontracting plan for items that can not be produced in-house. Sources shall provide the capability/capacity per year for each DODIC and cartridge type identified in the descriptions below based on deliveries complete 18 months after contract award. Compliance to U.S. TDPs and NATO STANAGs: Detailed evidence that demonstrates the source thoroughly understands and has the ability to comply with U.S. TDP requirements and NATO Standardization Agreements. This includes the sources current or past ability to meet First Article Acceptance Testing and Lot Acceptance Testing military requirements. Quality Management System: Detailed evidence that demonstrates the source has in place a Quality Management System (QMS) that enables the source to produce a quality product and the degree to which the proposed QMS is in compliance with or exceeds ISO 9001-2008, or equivalent as well as MIL- STD-1916. Critical Characteristics: The source's critical characteristic control plan to meet the Critical Characteristics clause, FAR 52.246-4553. The source must also show an understanding of the clause. Determination of Inspection Criteria: The source's ability to define how the source determines the appropriate inspection points and how the source intends to establish the inspection criteria, sample sizes, and frequency of inspections for all key characteristics including the equipment that will inspect for critical defects. Automated Acceptance Inspection Equipment (AAIE): Sources must demonstrate their knowledge and experience using AAIE, including plans and procedures, as well as MIL-STD-1916. Classified Information: Sources must demonstrate their ability to record and store classified information. Past Performance: The source must identify previous experience manufacturing small caliber ammunition to U.S. Army Technical Data Packages. Please annotate the DODICs (and cartridge type) and quantity that has been previously delivered to the Government, and/or any manufacturing experience of small caliber ammunition. Also, please identify if you have successfully produced / delivered more than one DODIC (and cartridge type) simultaneously. Offerors shall identify the contract number and Government Point of Contact(s). Unit Prices: Please provide a Rough Order Magnitude (ROM) unit price for each DODIC. Manufacturing and/or engineering efforts are anticipated to be included with this production contract. The U.S. Government has no intention of waiving any technical data package requirements (dimensional, material, performance, quality, packaging, etc.). The fifteen DODICs by caliber are: 5.56mm: 1. In the case where tracer bullets cannot be produced within the NTIB, please annotate the manufacture and their capability for tracer production. Interested producers should identify sources of supply for tracer bullets specifically within the United States and Canada but if none are available then outside the United States or Canada. Interested producers should provide the source of tracer bullet manufacturing and their capability. Approval to use Lake City Army Ammunition Plant (LCAAP) as a place of performance and/or approval to use Government property and equipment at LCAAP will not be granted by the Government for this acquisition. However, the Armament Retooling Manufacturing Support (ARMS) tenants at LCAAP may be used on this acquisition as long as the appropriate ARMS approvals have been granted. Planned Acquisition: A five-year contract is contemplated for this effort. Submission Information: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This announcement is for INFORMATION and PLANNING PURPOSES ONLY and should NOT be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Proposal and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or the Government's use of any information provided. This announcement does not restrict the Government to an acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. Depending on the information received from this announcement, the Government may plan a Small Caliber Ammunition Industry Day. All responses to this announcement must be received within 10 days of this announcement.
