- Questions and Answers for 8/20/2014 1. Is electronic submission of this proposal by e-mail acceptable? Answer yes. 2. In what format is the footage (clips) that will be shared with contractor? Answer: All of the footage will be in electronic/digital format on an external hard drive to be furnished by the government. 3. I also want to confirm this is a video project and the print efforts are not part of this proposal. Answer: The only print media created in this contract is for DVD case art and DVD labeling. The Contractor will create 10 Masters for the government's use under this contract. The government will reproduce and distribute all DVDs under a separate contract. 4. Does the client want on-camera talent at all three locations? (This would include travel to Nashville) Or can we film segments with talent (i.e. intros/closes) after the other three locations? This would reduce the cost of talent travel. This would also allow us to schedule talent once scrits are complete to come into our studio and record everything in a single day. Answer: The Government's goal is to create a finished, polished product with a seasoned professional narrator and on screen talent. The on camera talent/narrator will be expected to be visible in the opening and closing of the video as well as possibly in some transitions. The government has a desire to include commentary from industry partners to allow them to add their unique perspective on this effort and its impact on their products or the industry as a whole. The government has suggested this be accomplished in controlled interview settings: (Nashville and Washington DC). The Government is also interested in gaining some additional real time video showing a few finished products on the exposition floor at EMS World Expo (Nashville). We would also like to explain the testing procedure at a private test lab (Manassas, VA - about 45 minutes from Washington DC). It has been the Government's opinion that the on-camera talent might participate in both of these types of video segments to help explain to the viewer what they are seeing as the on screen talent visits a manufacturer's booth. Example: Assume the on scree talent is a visiting patient cot manufacturer: Talent: We are meeting now with Mr. Smith from Acme Patient Cots. Mr. Smith, it's my understanding you participated in the joint government industry program to improve occupant safety in the patient compartment of an ambulance. Can you explain some of the safety enhancements you've included in your latest line of patient cots?" Mr. Smith: I would be happy to. Thank you. One of the more visible changes is the patient restraint. Our new requirement is now located lower on the shoulder to better restrict the motion of the patient - reducing the ability of the patient to slide off the end of the cot and impact the worker sitting at the head of the cot. Talent: "Can you explain how this was tested?" Mr. Smith: "Certainly. We utilized the same basic test methods used in automobile crash testing. We placed a full sized crash test dummy on the cot and restrained him using the full restraint system shown here. We then crash tested the cot in an independent crash test facility. The facility's camera system allows us to measure the travel of the dummy to ensure he stays within the new standard's max travel limits." Perhaps the prospective contractor has the capacity to use anyone as the interviewer and super impose the onscreen talent using editing technology. If that is the case, the prospective contractor should feel free to state how they will accomplish this goal. A video or perhaps multiple segments showing the pieces pulled together to demonstrate that this technique or approach has been done before would be helpful to support such a proposal. 5. We are interested in submitting a quote, but it seems that a company must be physically located within 250 miles of Morgantown, WV to be considered for award. If so, that seems a bit restrictive considering our crew is mobile around the globe. Answer: The end-user wants to work closely with the vendor and by requiring that the vendor be within the 250 miles we save the government money by eliminating a lot of extra travel expenses. 6. In regards to Solicitation 000HCCJC-2014-72947: What are the parameters for contractor location, other than the 250 mile prerequisite? I travel between Washington, DC, Maryland, Los Angeles and Atlanta with virtual office space (offices rented for short term purposes) in each city when I am there. Though the business' primary location is located in Los Angeles, CA. Are we still eligible to bid on the project?
