- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3C3SF4198A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 334310 with a size standard not to exceed 750 Employees (U.S.) (v) 0001 - 0001- Contractor shall provide equipment, labor, and necessary material to provide and install a flight line camera system with video management, distribution, and archiving capabilities at Minot AFB. In accordance with the statement of work. See attached Request for Quotation. (vi) 0001- Contractor shall provide equipment, labor, and necessary material for the installation flight camera system with video management, distribution, and archiving capabilities at Minot AFB. In accordance with the statement of work. (vii) Place of delivery is throughout Minot Air Force Base, ND 58705, installation must occur within a 90 day period after contract award. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, and lowest price. The other factors considered will be the ability to meet the salient characteristics of the items above. Award shall be based on best value to the government. (x) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.sam.gov prior to submitting an offer. (xi) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." (xiv) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xv) All offerors must submit a quote by 3 pm Central Standard Time on Tuesday, 16 September, 2014. Quotes received after that time may not be considered. (xvi) A site visit will be held 27 August 2014 at 0900 hrs, Central Standard Time, by the 5 th Contracting Squadron, 165 Missile Ave, Minot AFB, ND. The site visit will be concluded by 1100 hrs local time. Request offeror's notify MSgt Clarence Silver (701) 723-3949 no later than 1200 hrs, 25 August 2014 if you will be attending. Please limit attendees to two per company. Offerors should be at the 5 th Contracting Squadron at least 15 minutes prior to 0900 hours start time. Questions will not be answered during site visit. Offeror's are requested to submit questions from the site visit in writing no later than 1400 hours Central Standard Time on 2 September 2014. All Questions received in writing will be answered as soon as possible following the site visit. All costs associated with attending the site visit shall be borne by the offeror.
