- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation will be issued. This is a notice of intent to award a sole source contract in accordance to FAR 6.302-1(a)(2), authorized or required by statue. This is a one-time procurement. The VISN 10 Network Contracting Office intends to award a sole source procurement with The Grant Group to purchase: The purpose of this agreement is to correct deficiencies and improve skill-sets for supervisors related to the management of human capital. Due to the rules and regulations that apply to the Federal Government, and even more unique regulations that apply specifically to the Department of Veterans Affairs, it is critical that these services be provided by a contractor with prior VHA experience in Human Resources and prior VHA experience as a contractor completing Human Resources training. The contractor shall be responsible for providing the following: "The training will consist of a 2 ½-day program presented twice over a full week, beginning on a Monday at 8:00 A.M. and ending Friday at 2:30 P.M. The total class size will not exceed 49 participants. "The Grant Group will provide "The Management of Human Capital" Workbook with VA-specific case studies, a section for power point slides, and a Management Glossary of key acronyms and Legal cites. In addition, each participant will receive the 2014 edition of "Write On! Documenting Your Way to Successful Performance and Disciplinary Actions Against Federal Employees". Both books will be used as teaching guides. At the close of each session participants will evaluate the program through an assessment tool provided by The Grant Group with the summary of comments electronically transmitted to Leadership for tracking the Return on Investment. "This program will emphasize leadership skills such as critical thinking, problem solving, influencing, negotiating, and conflict resolution. Coverage will include the manager as coach and counselor, proactive approaches to stopping negativity, and conquering conflict through effective communication. Supporting this formal program will be a thorough review of landmark Merit Systems Protection Board and Federal Circuit rulings that create benchmarks when addressing pre and post appointment concerns. Also covered will be the scope of the probationary period based on changes in case law, Absenteeism, Performance versus Misconduct, Intoxication in the Workplace, Reasonable Accommodation versus Medical Disqualification, Hatch Act, and scope of the First Amendment on Free Speech. The estimated amounted is $17,150.00 The Government believes that The Grant Group is the only company that can satisfy the agency requirements. Therefore, the Government intends to proceed with sole source procurement for the required equipment. To the best of our knowledge The Grant Group is the only source that provides the above indicated services. The North American Industry Classification System (NAICS) code for this acquisition is 611430 and the size standard is 500 employees. This is not a request for proposals; however, an interested party may e-mail a written capability statement for these required items, which shall not exceed two (2) pages in length. Interested parties may submit their capability statement, which may or may not be considered by the agency via email to Jeffrey.black2@va.gov no later than 1:00 PM EDT on August 22, 2014. If no responses are received, the Cincinnati VA Medical Center will proceed with sole source procurement with Ovid Technologies.
