Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-14-072 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-74. The North American Industry Classification (NAICS) Code is 334118 and the business size standard is 1000 employees. This solicitation is set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with TOBII Technology, Inc., 510 N. Washington St., Suite 200, Falls Church, VA 22046 to provide a TX300 Remote Eye tracking System which includes Tobii Studio Professional Edition Software, E-Prime Extensions for Tobii and E-Prime DVI Accessories. The eye tracking system, from Tobii is important and unique features are needed for the study on autistic children. Part of the study is a measurement of their eye movement with a precise system during each task. The other eye tracking systems in the market doesn't have the feature to communicate directly with the psychological software (E-prime) that is used to design our tasks. The system from Tobii also allows freedom of head movement. The following are unique features of the Tobii TX300 Remote Eye Tracker: 1) Freedom of Head Movement - Minimum of 37 cm by 17 cm at 65 cm distance from the eye tracker. 2) Ease of Use and Unobtrusive Design - No Configureation of hardware, cameras, or mirrors. Hardware geometry will not change during the study. • Fast and simple setup reduces human error • No chin rest, bite bar and/or head-mounted device to wear • Calibration within seconds • Portable and convertible design allows the system to be used with the included detachable monitor or in a standalone configuration with any size display. 3) High Accuracy & Precision • High Accuracy Rate - 0.5 degrees monocular & 0.6 degrees binocular (at a gaze angle of 25 degrees); 0.6 degrees monocular & 0.5 degrees binocular (at a gaze angle of 30 degrees) • Gaze Precision (spatial variation between successive samples) - 0.06 degrees monocular & 0.04 degrees binocular with Stampe filter 4) Binocular & Dark Pupil Mode Tracking Technique • Dual sensors offers redundant sampling to ensure robustness of data • Enable accurate z-value calculations • Plurality of Near-Infrared Diodes ensures robust tracking of data • Enables accurate z-value calculations • Plurality of Near-Infrared Diodes ensures robust tracking 5) Support for 3rd party software integration with Tobii Eye Trackers via our Free Software Development Kit (SDK) Unique feature of the Tobii Studio Professional Edition Software Package: • Real-Time Operator Feedback (i.e. gaze position on secondary monitor) through Live Viewer Functionality • Dynamic Areas of Interest Tool • Segment Based Analysis for Video Stimulus • Instant Access to Collected Data via Visualization Tools (e.g. Heat Maps, Gaze Plots, etc.) & Comprehensive Statistics (Time to First Fixation, Fixation Duration, etc) • Fast & Easy to Design Experiments, Analyze and Communicate Large Volumes of Data • I-VT Fixation Filter with Customizable Thresholds & Filtering Methods • Moving Median Noise Reduction Filter • Adjustable Timing Settings for Image Presentation • Raw Data Export facilitates data analysis in third party tools, such as Excel with.xlsx file format; or SPSS, SAS or MatLab with.tsv file format. Unique features of the E-Prime Extensions for Tobii with E-Prime DVI Accessories Package: • Seamless E-Prime Integration enabling E-Prime to Control the eye Tracker; and the Ability to Visualize and Analyze Data with Tobii Studio Tools via E-Prime Extensions for Tobii and the E-Prime Dual Computer Accessories Package. • Create Interactive, Gaze-Contingent Eye Tracking Paradigms • Leverage Non-Linear Experimental Design • Synchronize with External Devices The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of providing at a minimum fifty-one (51) percent of the actual required service to the government specified in this synopsis shall submit a copy of their quotation to the below address or via email to haunp@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information (specifically but not limited to: emergency service plan, scheduling and service rate, recommended spare parts list & price, etc.) that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due ten (10) calendar days from the publication date of this synopsis or by August 29, 2014 by 3:00pm EST. via email or postal mail.
