- The United States Army Medical Acquisition Activity (USAMRAA) ) in support of the Armed Forces Medical Examiner System (AFMES), Armed Forces DNA Identification Laboratory (AFDIL) at Dover AFB DE, intends to negotiate a sole source firm-fixed price Requirements Indefinite Delivery contract with Integrated DNA Technologies Inc., 1710 Commercial Park, Coralville, IA 52241, in accordance with FAR 6.302-1 (1), only one responsible source and no other supplies or services will satisfy agency requirements. These funds are obligated only upon the issuance of delivery orders. The contract will include a one-year base period with four one-year option periods. The primary mission of AFDIL is to spport the Office of the Armed Forces Medical Examiner in their role to properly identify and return fallen US service members. Given the nature of the mission and the need to ensure consistency and validity of the DNA test results the custom primers will selectively target defined regions of human genomic DNA through the use of optimized downstream methods that increase productivity. Development validation and implementation of customized oligonucleotides for the identification of deceased and/or missing miliary individuals has been initiated. The oligonucleotides have been proven to the Government to be free from human DNA contamination, including mitochondrial DNA contamination that is especially sensitive to a vendor's stringency in oligonucleotide synthesis quality control; therefore contamination mitigation by the vendor is an essential characteristic needed for mission requirements. Development of validation parameters and methodology to identify missing individuals were performed using these primers resulting in the need for this new contract request for a base plus four option years to be exercised at the Governments discression. The method utilizing the IDT custom primers is currenly being validated according to the Federal Bureau of Investigations Quality Assurance Standards and the Internal Standards Organization (ISO) 17025 DNA forensic laboratory standards. The North American Industry Classification System (NAICS) for this requirement is 325199 and the size standard of 1000. All capability statements received by closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Based on the above information, the only technically acceptable custom primers can be provided by. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
