NOTICE OF INTENT TO AWARD SOLE SOURCE NOTICE OF INTENT TO AWARD SOLE SOURCE Gatekeeper Situational Awareness Training (GSAT) THIS IS A NOTICE OF INTENT TO SOLE SOURCE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The United States Special Operations Command (USSOCOM) is issuing a notice of intent to sole source contract under the authority of Federal Acquisition Regulation (FAR) par 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. USSOCOM intends to issue a sole source contract to Orbis Operations, LLC 6849 Old Dominion Drive Suite 310, McLean, Virginia, 22101. This action will result in a firm fixed price contract. Interested persons may identify their interest and capability to respond to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet all of the requirements below. Any response to this notice must show clear and convincing evidence that additional competition would be advantageous to the Government in future procurements. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNCAL OR COST PROPOSALS. The NAICS Code is 541990 (All Other Professional, Scientific, and Technical Services). The purpose of this contract is to deliver Gatekeeper Advanced Situational Awareness Training (GSAT). DESCRIPTION OF REQUIREMENT: Provide Gatekeeper Situational Awareness Training (GSAT), suicide awareness training for military personnel and family. Gatekeeper training is used as a preventative intervention for suicide. Gatekeeper training imparts knowledge, builds skills, and molds the knowledge and attitudes of trainees to recognize traits and patterns of potentially suicidal individuals. GSAT provides training in the field of human behavior as it relates to pattern recognition and analysis; detection of suicidality and mitigation and anomaly detection. USSOCOM requires GSAT Course for training support services for the development of doctrine, training methodologies, and future concepts for current and future forces in the area of suicide prevention. The key intent is to provide training that is realistic, tough, demanding, fast-paced, and adapted for USSOCOM personnel and family members for detecting and appropriately responding to subtle signs of suicidality. The current requirement is to provide and conduct four pilot training courses and up to 100 optional follow-on courses based on the methodologies developed by the Gatekeeper Advanced Situational Awareness Training (GSAT℠). The pilot courses conducted will consist of Government Psychological Subject Matter Experts (SME), service members and their families. After each pilot course a full critique of feedback from the SMEs will be conducted to refine and improve the material for the next pilot course. After all pilot courses are conducted the Government will perform a full analysis to determine if the initial courses were a success and decide if the optional 100 courses will be exercised to provide GSAT training to all units. SUBMISSION REQUIREMENTS: This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice; however, any firm possessing capabilities to provide this requirement may give written notification to Contracting Officer, Dorothy Lewis, at dorothy.lewis@socom.mil. All responses must be received no later than 2:00 p.m. Eastern Time, Thursday, September 4, 2014, to be considered. Again, determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
