- Description
- The U.S. Food & Drug Administration intends to issue a sole-source purchase order to Physical Science Inc for the upgrade to our existing Optical Coherence Tomography Freeze Dry Microscope. The Overall objective is to upgrade the Freeze drying portion of the Optical Coherence Tomography-Freeze Dry Microscope to enable automated freeze drying cycle operation without the need for user interaction throughout the drying cycle which may take place over multiple days. To enable this goal the following upgrades are required: 1. Upgrades to Freeze-Dryer System (Single Vial) a. Compressor based condenser to replace the existing manual filled liquid nitrogen cooled condensing unit to allow automated cycles of multiple days of continuous operation. b. Replacement of manual isolation valve with an automated computer controlled valve to separate the freeze drying chamber from the condenser. c. Addition of a pirani gauge to the freeze drying chamber to allow process monitoring of chamber pressure. 2. Software a. Additional user interface to control the secondary drying phase, including temperature settings, and temperature ramp rates. b. Addition of automated control of the new isolation valve, requested in section 1-b (above). c. Addition of automated pressure measurements utilizing the newly added pirani gauge, requested in section 1-c (above). 3. Integration into existing system a. An OEM certified engineer to perform all hardware, software, and accessory integration. 4. Additional: a. Standard 110V (15-20amp) electrical needs b. Shipping, installation, and basic performance qualification at the FDA facility. c. Instrument training for FDA Scientists (on site) Delivery location will be as follows: The US Food and Drug Administration White Oak Campus 10903 New Hampshire Avenue WO Building 62 Loading Dock Silver Spring, MD 20993 Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements using Simplified Acquisition Procedures per FAR Part 13. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within five calendar days after the publication of this synopsis which shall be considered by the agency. Responses received after five days or without the required information may not be considered. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
