Description
Blanket Purchase Agreement, Attorney Fee Statement, Contract Clauses Submission form SF 1449 Instructions to Offerors SYNOPSIS: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Federal Acquisition Regulation Subparts 12, 13 and 15, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, effective 25 July 2014. USDA Rural Development (RD) in Michigan intends to award multiple Blanket Purchase Agreements (BPA's) to small business firms capable of providing legal services for single- and multi-family properties throughout the state owned or managed under various loan programs. Attorney will provide foreclosure, eviction and title services. Individual call orders shall be extended by the Centralized Service Center in St. Louis, Missouri, or by staff in the Michigan state office. Services will normally be for non-judicial (deed-in-lieu) services. PERIOD OF PERFORMANCE: The contract period is October 1, 2014 to September 30, 2015, with four optional fiscal years ending September 2019 The options may or may not be exercised by the Contracting Officer. STANDARDS AND REQUIREMENTS: 1) All attorneys must be active and in good standing as a member of the State Bar of Michigan. 2) Obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). The online process at www.dnb.com (d-u-n-s number link) is free of charge and should be completed the same day. 3) System for Acquisition Management (SAM) REGISTRATION: All vendors must maintain an active registration in SAM, at https://www.sam.gov, to be awarded government contracts. It is advised that you begin this process as soon as possible since it can take about a week to complete. To make the process as efficient as possible, please review the online User- and Quick Start guides. If you had an account in CCR/ORCA, you should verify that your account has been updated in SAM. 4) This is a Total Small Business Set Aside. The applicable NAICS code is 541110, with a business size standard of $10.0M. Please include this code in your SAM registration. Your firm and all affiliates must have total average revenue at or below this size. EVALUATION PROCEDURES: Offers will be evaluated on the basis of technical capability, price, and past performance. Capability and past performance when combined are equal to price. SUBMISSION OF OFFERS: After registering/updating in SAM, interested Offerors wishing to enter into a BPA should reply via secure email or mail to the Contracting Officer, listed below, no later than Friday, September 12 at 4:30 p.m. Eastern Time.
