- INVITATION FOR BIDS The project will be advertised UNRESTRICTED, available to large and small businesses. The NAICS is 237990 with a small business size standrad of $36.5 million. The Menomonee River watershed in Milwaukee, Wisconsin drains approximately 135 square miles and flows approximately 28 miles from its headwaters in Germantown and Mequon to Lake Michigan. The Menomonee River was concrete-lined in the 1960s using non-Federal resources. This project consists of the restoration of an aquatic ecosystem by removing the existing concrete channel lining and creating sequential riffle-pool structures along a section of river. The project limits extend approximately 2,400 feet from just downstream of Wisconsin Avenue to just downstream of Interstate Highway 94. The Contractor will be required to safely divert normal flows from the river channel around the project area during construction. The project will require that the Contractor implement strategic placement of boulders/stone to maximize fish foraging and resting areas. During construction, caution must be taken to ensure that retaining walls that were constructed by the Works Progress Administration (WPA) in the 1930s remain stable. The disposal site offered is not mandatory but the contractor must place the excavated material in accordance with all federal state and local permits. Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described in the Measurement and Payment Specification. The unit price and payment made for each item listed shall constitute full compensation for furnishing all labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.
