- Description
- a) This is a notice of intent to conduct procurement on the basis of other than full and open competition, under Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This is not a Request for Quotes or Proposals. No contract award will be made on the basis of responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. b) The Department of Homeland Security (DHS) Transportation Security Administration (TSA) has a Membership agreement with Radio Technical Commission for Aeronautics (RTCA). RTCA, Inc. is a private, not-for Profit Corporation that develops consensus-based recommendations in support of federal aviation rules and regulations including but not limited to the following: communications, navigation, surveillance, and air traffic management (CNS/ATM) system issues. DHS TSA seeks to renew its membership. c) RTCA is the only standards organization of its kind in this field. RTCA is utilized as a Federal advisory committee, to be a Public-Private Partnership venue for developing consensus among diverse and competing interests and provide advice and recommendations on key issues critical to aviation modernization in an increasingly global enterprise. It provides a membership that that allows TSA to participate on committees that ensures the agencies interests' specific to airport access control policy and regulation are identified in the technical standard and coordination of technical guidance and supporting information is complementary to the TSA's "Recommended Design Guidelines for Airport Planning, Design and Construction." RTCA makes recommendations, whether technical, policy, financial or operational, lead to positive, timely, tangible, measurable results, returning value to all who participate as well as to the broader aviation community. Development of standards and guidance materials, RTCA drives the certification of the safety and efficiency of new aircraft equipment and provides an expanded competitive market for the provision of these technologies. Finally, RTCA drives the effective evolution of the air transportation system by convening interested stakeholders to respond to requests from the government for consensus advice on policy, operational and investment decisions, and the associated performance metrics critical to maintaining a safe, secure and efficient air transportation system. d) Interested parties may submit questions to this notice.
