Description
Request for Information (RFI) Transportation Management System for the Center for Transportation Management, General Services Administration A. Introduction THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. This is not a synopsis preceding the issuance of a solicitation. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). The Government has no specific plans for procurement at this time. This RFI in no way obligates the General Services Administration (GSA) to award a contract. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. This Request for Information (RFI) contains the currently available information. There is no requirement to respond to this RFI in order to be eligible to propose on any future solicitation. This notice is issued solely for market research to support further planning by the Center for Transportation Management (CTM) at GSA. The Government is looking for information on solutions and/or services able to support the requirements of the GSA. The Government reserves the right to invite select respondents to meet and/or to provide further descriptions of their capabilities. B. Background The Center for Transportation Management is currently providing a Transportation Management System to the federal civilian agencies for their freight shipping. The system is branded by GSA as TransPort Integrator (TPI), is hosted and managed by IBM and configured on JDA COTS solution. The solution is currently provided as a SaaS and hereafter referred as the service in this document. The system supports the core transportation functions such as freight rates procurement, planning and execution. The settlement is conducted in Pay Port Express (PPE), a GSA branded solution serviced by Citibank. PPE is based on Syncada platform and is integrated with TPI. The desired solution/service referenced in this market research is expected to provide a fully operational TMS with support services. C. Anticipated Scope GSA periodically procures transportation rates from Transportation Service Provider (TSPs) and makes them available in TPI to meet federal civilian agencies shipping needs. The end customers are Federal agencies and users from customer agencies execute the shipments. GSA seeks to identify a commercial service for transportation management to support planning and execution of the freight shipments for the Federal civilian agencies. GSA is focusing on the following key principles: Industry best practices Ease of use Ease of configuration Cost effectiveness Information security Scalability Quality assurance Implementation schedule Scope of this research is to identify possible solutions for migration of the existing service to a government of vendor provided cloud or alternate solutions. Solution/Service: · Seeking a COTS product, or suite of products, specifically designed to support transportation management functions. While some amount of customization is anticipated, a significant part of the requirements can be met through configuration. · Seeking proposed/alternate technical solutions. · Seeking proposed/alternate implementation approach. · Seeking solution providers with experience in similar implementations. · Seeking estimated costs based on provider’s recommended technical solution and implementation approach. Cost estimates should include lifecycle costs (one time and out-year) for a successful implementation and support of a complete transportation management process. C.1 Solution Capabilities The baseline requirements are provided in Annexure I to enable the respondent to participate in and support this market research. These are not all inclusive or final requirements. While the overall functional requirements identified in Annex I are applicable, GSA is considering additional improvements some areas such as BOL generation, simplification of the rates procurement process and carrier performance measurements. In addition, GSA is seeking solutions and implementation approach for optional items: a) Household Goods Shipments b) Small parcels and as outlined in Annexure I. C.2 Implementation The government is seeking information from firms on the expected timing associated with a successful implementation of their solution. If alternative technical solutions/approaches are being proposed, each solution/approach should be quantified separately. Scope of this research is to identify possible solutions for the following options: 1. Migrate the current service and solution to the GSA federal cloud/vendor provided FISMA compliant cloud and provide ongoing support. 2. Migrate the current service to an alternate COTS solution/service in the GSA federal cloud/vendor provided FISMA compliant cloud and provide ongoing support. 3. Respondents are encouraged to provide alternative or supplemental solutions/services if available and relevant. Respondents are asked to provide a description of their recommended implementation approach, including how the proposed product can be customized, and also reference capabilities and experience to support an aggressive implementation scenario. Respondents are also asked to describe their willingness to commit technical resources to a proof of concept for their product. C.3 Support 1. Describe the approach for ongoing support of the solution (such as maintaining desired uptime, periodic maintenance, application of patches, upgrades, Government security compliance etc.). 2. Describe the approach for providing help desk support during government business hours. 3. Describe a proven recommended approach for successful implementation of the solution, including product, training, design, certification and accreditation. 4. Describe the approach for providing demonstrates a track record of client success in transportation management. 5. Describe the solution provider’s use of provider staff, consultants and partners during the implementation. D. Corporate Overview and Experience Please complete the following prompts. Capabilities and Approaches Responses to this section ‘D’ shall be no longer than ten pages in length and do not count against the page count maximums described for other sections. 1. Please address items listed in Annexure I. This should include a summary description at the beginning (graphics are allowable) of the solution platform and technology attributes, including application platform, database platform and infrastructure requirements to enable the solution. 2. Please address how your company will implement your proposed solution as listed in Section C.2. 3. Please address how your company will support your proposed solution as listed in Section C.3. F. RESPONSES Your response should be concise and must be submitted as an editable Word document, using one-inch margins and a font size of Times New Roman 12. See each section for page limitations. While there is no requirement to answer every question in order to submit a response, please provide answers to as many questions as you are able to assist the Government with market research. Standard marketing material should be avoided. G. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors providing support to the program will have access to the submitted material. These contractors have executed non-disclosure agreements. Submission of material requested in this RFI shall constitute consent to allow access to the material/information by any relevant third party support contractor supporting the program. Submitted material/information will be safeguarded in accordance with the applicable Government regulations. The following sections outline and summarize groups of high level features, functions and capabilities that the TMS solution/Service must support. These are baseline requirements provided to enable the respondent to participate in and support this market research. These are not all inclusive or final requirements. 1. CUSTOMER AND CARRIER PROFILE MANAGEMENT 1.1. Define the Federal Government organization structure and hierarchy including agencies and bureaus; 1.2. Provides a web based self-service function for users to register and approved by GSA; 1.3. Supports the concept of Group administrators. Group administrators are authorized by GSA personnel and are required to manage the user administration for a group of users at a customer agency. 1.4. Supports program specific access controls for customer agency users. Customer agency users are required to have access to combinations of General and customer specific tariffs 1.5. Stores user contact information such as mailing address, billing address and electronic mailing (email) address for a Customer user and send electronic mail (email); 1.6. Support the role of an administrator with access to all functions for GSA personnel; Receives, stores, updates in an automated manner and uses the historical diesel and aviation fuel prices for cost computation. The USA Average Diesel Price per Gallon is provided by the US Department of Energy and is required to be imported on the first work (excluding holidays) day of each week. Details of historical fuel prices are available at www.eia.doe.gov. FREIGHT 3.1. Initializes with the latest update of GSA tariff and accesorials; 3.2. Support commercially available tariffs such as CzarLite 3.3. Seamlessly integrates with the TMS; 3.4. Applies the procured tariffs to the base rates to all computations for freight shipments; 4.1. Supports USPS Zip code level locations and zones; 4.2. Supports procurement of general freight rates and customer specific rates; 4.3. Supports procurement for multiple modes (rail, ocean, motor, air) and intermodal; 4.4. Supports procurement of international tariffs; 4.5. Supports LTL/TL and and flat rates; 4.6. Supports the GSA freight accessorials with option to specify minimum charges and unit based charges. 4.7. Supports interstate shipments moving in the Continental United States (CONUS), all intrastate shipments within CONUS, Intrastate Alaska Traffic and international destinations; 4.8. Supports online rate filing by TSPs through Excel spreadsheets uploads. Provides different methods of rate filing to TSPs such as: 1) Online rate filing by TSPs for one or more lanes by modifying previously submitted rates and charges and resubmitting for the requested offer; 2) Online rate filing by TSPs for one or more lanes by creating a new set of rates; 4.9. Provides an electronic transmission confirmation to TSPs via email stating the key figures such as but not limited to number of rates accepted, number of rates updated; 4.10. Provides an error report to TSPs via email stating the key information such as but not limited to number of rates rejected, reasons for rejection at the rate record level; 4.11. Controls bids through a rate filing window (open and close dates) at customer or general tariff level; 4.12. Supports rates for Hazardous Materials; 4.13. Supports the requisite access controls for Rate Filing Service Provider (RFSP). 5. SPOT SHIPMENTS AND AUCTIONS 5.1. Supports procuring spot rate quotes; 5.2. Issue an invitation to bid to select set of carriers; and 5.3. Send a bid broadcast to all TSPs for emergency shipments; 6.1. Lookup rates for a specified shipment across all modes such as air, rail, motor and ocean; 6.2. Lookup rates for small parcels, TL and LTL shipments; 6.3. Provide sorting capabilities on columns such as to price, estimated delivery time, business size etc; and 6.4. Maintain audit trail of rate shopping queries and at a minimum store the timestamp, user id and shipment details. 7.1. Execute a uniform shipping process irrespective of the origin of the shipment request such as electronically received orders, manually created shipments from procured rates or spot rate quotes; 7.2. Retrieve and display a list of qualified TSPs for the specified parameters; 7.3. Sort the list of qualified TSPs on various columns such as value index and price; 7.4. Tender the shipment to a selected TSP and Notify the identified TSPs via email or EDI/XML; 7.5. Receive acceptance(or decline) from TSP via EDI/XML or online; 7.6. Automatically re-tender the shipment based on TSP response time or decline; 7.7. Generate, print and/or transmit the Bill of Lading to the confirmed TSP via email or EDI/XML; 7.8. Cancel or issue a correction notice to the original bill of lading; 7.9. Maintain audit trail of all events of a shipment ; 7.10. Graphical tracking service for shipments; and support status codes defined in EDI message set 214; and 7.11. Support PRO Number (Progressive Number); 8.1. Electronically transmit the contents of the estimated Bill of Lading to 3PPS; and 8.2. Provide a Bill of Lading rating service to the 3PPS for re-rating and invoice approval. 9.1. Compute a customer satisfaction index for each TSP based on the number of customer satisfaction surveys recorded in TMS on completion of shipments; 9.2. Compute a value index to be computed based on metrics such as on-time pickup, on-time delivery, timely POD, satisfaction tender acceptance/rejection etc.; and 9.3. Display the value index for each TSP during the rate shopping process. 10.1. Current/Historical Rates made available to TSP online; 10.2. Monthly Customer Activity Reports; 10.3. Carrier Performance Reports; 10.4. Export/Download reports to Excel spreadsheets; and 10.5. Support for drill down and multi-dimensional analysis. 11.1. Interface to update DoE Diesel/Aviation Fuel Prices; 11.2. Interface to transmit data to PPE; and 11.3. EDI interface with TSPs for load tendering and tracking. Migration of master and historical data from the current TMS to the new solution/service 13. OPTIONAL SOLUTIONS/SERVICES In its market research, GSA is also seeking information on solutions, implementation and support in the following areas: 13.1. Centralized Household Goods Traffic Management Program (CHAMP): GSA’s Centralized Household Goods Traffic Management Program (CHAMP) assists relocating federal government employees in transporting household goods from one official duty station to another, both domestically and internationally. CHAMP stipulates provisions for transporting household goods, privately owned vehicles, and unaccompanied air baggage of relocating federal employees to domestic and international destinations. While the broad transportation cycle is similar to the freight shipments, specific functionalities are applicable to the CHAMP are in the areas of procurement, rating and Bill of Lading. 13.1.1. The GSA’s Household Goods Tender of Service (HTOS) provides the baseline rules for performing services as a provider in the Centralized Household Goods Traffic Management Program (CHAMP). The complete HTOS document is available at http://www.gsa.gov/portal/content/103864. 13.1.2. The transportation services (line-haul and over-ocean) include accessorial services, Storage-in-Transit (SIT), third party services, shipments of Unaccompanied Air Baggage (UAB), and shipments of Privately Owned Vehicles (POV). It applies to all civilian employees of United States Government Federal agencies of when relocating under permanent change of station orders. It applies to shipments between or within the Continental United States and trust territories, or possessions of the U.S., or between or within the continental United States and foreign countries. 13.2. Small Parcels Shipments: Inclusion of small parcels rate shopping and execution in conjunction with other modes. Small parcel specific functionalities are: 13.2.1. Rate shop across small parcel, LTL and TL; 13.2.2. Capability to directly execute a small parcel shipment in TMS or integration with other small parcel services such as Kewill or equivalent; 13.2.3. Load, store and retrieve Government negotiated rates of the small parcel service providers such as FedEx and UPS; 13.2.4. Generate and print carrier compliant shipping labels; 13.2.5. Capability to track the shipments in TMS.
