Description
Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award, as implemented by FAR 6.302-1(a)(2)(ii) and 6.302-4 soliciting from Only One Responsible Source. The Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), Contracting Branch (HNCK), intends to establish a new Full Rate Production contract from Raytheon Company (CAGE: 00724/DUNS: 039192216). The proposed acquisition is for items with NAICS Code 334290, Other Equipment Manufacturing. Raytheon Company is a large business. The purpose of this proposed contract is to manufacture the following NSA Type-1 Communications Security (COMSEC) VACM devices: KY-57M, KY-58M, KY-99M, KY-100M and KYV-5M, and associated services and depot spares. The VACM devices are a new product line, which provide a single NSA Type-1 certified crypto module that will be common to all VACM devices. This effort will provide form/fit replacements for the existing legacy items for current and future Department of Defense, its customers, other Government Agencies, and Foreign Military Sales. The VACM devices are proprietary in nature and the Government does not own data rights to the design. HNCK intends to make an award to Raytheon Company through a request for proposal (RFP). Raytheon Company was chosen due to the fact no other required items can be substituted at this time and, based on a Sources Sought Solicitation 20130424VACM posted on FEDBIZOPS dated 14 January 2014, Raytheon is the only known source who can provide the required items to the Government. The Government intends to make an award in the 3 rd Quarter 2015 timeframe. Proposals for the required items are NOT being requested through this notice. A determination for other than full and open competition is pending approval for this acquisition. If a firm is capable of providing these exact items, please contact the Contracting Officer within seven days of this announcement. Firms responding to this notice shall indicate whether or not they are a small business concern as defined in FAR 52.219-1 and indicate if they are 8(a), Small Disadvantaged Business, Woman Owned Small Business, Veteran Owned Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, HBCU/MI or foreign owned. All interested parties who can demonstrate they can obtain the design data and meet the requirements are invited to submit a capabilities package that explicitly describes their authorization and demonstrates their ability to perform the work specified herein.
