- SOURCES SOUGHT NOTICE PENTAGON FORCE PROTECTION AGENCY (PFPA) FORCE PROTECTION TECHNOLOGY DIRECTORATE (FPTD) I. Introduction This sources sought notice is for information and planning purposes only and shall not be construed as an obligation on the part of Washington Headquarters Services (WHS). In order to proactively plan for future requirements, WHS is conducting market research to locate qualified and interested businesses to provide feedback management software, as described in the attached Specification Sheet. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. II. Instructions All interested businesses having the ability to deliver the required items may submit capability statements via email to the Contract Specialist, Nicholas Tambasco, at nicholas.j.tambasco.civ@mail.mil. Responses, in a Word, or Word-compatible document, shall be limited to no more than two (2) pages. Responses must be submitted no later than Wednesday, August 26, at 10:00 a.m. ET. Capability statements will not be returned. Please provide the following information within your statement: (1)Company name. (2)CAGE Code. (3)Business size and, if applicable, socioeconomic status under NAICS Code 519190. (4)Any other recommended NAICS Code for this effort, and your business' corresponding business size. (5)If applicable, contract vehicle(s) through which your company can provide the required items (e.g., GSA, BPA, IDIQ). (6)Company point(s) of contact and contact information. III. Capabilities Capability statements must list specific products that would meet the specifications listed within the attached Specification Sheet. Companies that have the ability to deliver some, but not all, of the Government's required items are still encouraged to respond, specifying which items they can and cannot provide. Capability statements must also include an estimated delivery time from time of contract placement. IV. Conclusion WHS appreciates your assistance with this market research and emphasizes that this notice is for planning purposes only. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates WHS to award a contract. The intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. No payment will be made for responses. Respondents should clearly mark any proprietary information submitted in response to this sources sought notice. Specification Sheet 1.0 Scope This Statement of Work (SOW) sets forth the requirements to purchase an enterprise software solution required by the Training Directorate, but mandated through OPM to ensure training programs are comprehensively evaluated to a minimum of Level 1-3 ofthe Kirkpatrick model or equivalent. The procurement of a Product/Service will provide this ability to develop, gather from students, aggregate, and report data on progress of PFPA Training Programs. Data collected is used to validate the expenditure of Agency training dollars and to evaluate course materials for redevelopment and improvements. Each year the Training Directorate prepares reports to brief Senior Leadership on training conducted and how it enhances the response of the Agency to real world threats at the Pentagon. The Training Directorate currently surveys 90 different training courses. 2.0 System Requirements The system shall create sophisticated, personalized, branded surveys and emails quickly and easily. The system shall gather targeted data via branching, validation, data piping, and many other advanced features to include customizable dashboards, branded reports, and embeddable report widgets. The system shall use text analytics to dig into open¬ ended comments, enabling the user to understand and act on customer input. The period of performance for any patches and/or software updates is 365 days after award.
