Description
Title: Optogenetics LED Dual Blue/Red Fiber Coupled Dual Channel LED Light Source at 460mm & 630nm for freely moving animals. Synopsis The National Cancer Institute (NCI) proposes to procure Optogenetics LED Dual Blue/Red Fiber Coupled Dual Channel LED Light Source at 460mm & 630nm for freely moving animals, and negotiate on a sole source bases with Prizmatix,18877 West 10 Mile road, Suite 210, Southfield MI 48075, to provide Optogenetics LED Dual Blue/Red Fiber Coupled Dual Channel LED Light Source at 460mm & 630nm for freely moving animals. This is not a request for competitive quotes. If you believe your firm is able to provide the product as described below, please provide the information as requested in this notice. Background: The National Center for Complementary and Alternative Medicine (NCCAM) is the Federal Government's lead agency for scientific research on complementary and alternative medicine. The molecular and Cellular section lab is interested in the neurons and circuits of the somatosensory system and the changes that they undergo during injury and inflammation. Currently, research in the lab is focused on discovering new molecules involved in the transduction of somatosensory stimuli and studying the regions of the brain that encode innocuous versus painful stimuli. Our work centers on a class of sensory neurons (called C fibers) that encode thermal, noxious, and mechanical stimuli. To investigate these questions, we are using a variety of methods in the lab to study transgenic mice that include physiology, two-photon imaging, optogenetics, and behavior. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government. Interested parties are expected to review this notice to familiarize themselves with the requirements of this project; failure to do so will be at your firm's own risk. Purposes and Objectives: The Chesler lab seeks to acquire high power Blue and Red LEDs for our imaging experiments that will provide illumination for our intrinsic optical imaging experiments and as a light source for our optogenetic experiments. The Salient Characteristics are as follows: 1.Be equal to with the Prizmatix specifications listed below. 2.Have instant warm up time. 3.Possess an extremely Low Torque LED-compatible rotary joint suitable for even the smallest animals. 4.Precisely adjustable power by 10 turns potentiometer. 5.Unique large LED enables bilateral illumination with single LED and rotary joint for significant cost saving and without compromising power at implant tip. 6.USB control 7.TTL input with Opto-isolator to eliminate ground-loop Prizmatix Specification's Optogenetics-LED-Dual-Blue/Red Fiber Coupled Dual Channel LED light source at 460mm & 630nm High power density (>400mW for Blue & 160 mW/mm2 for Red) at the 1000um fiber tip Analog input (0-5V) for power control OptoGenetics Fiber-1000 -High NA plymer optical fiber to connect the Optogenetics-LED to the rotary joint

 -Length: 1m Capability Statement/Information Sought: The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NCI to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the offer meets all of the foregoing requirements. The capabilities statement must provide the requirements as listed herein and proof that you are an authorized service provider of the property listed. All responses to this notice must be received by 12:00 pm EST August 26, 2014. Justification for Sole Source - Other Information Prizmatix is the only party known to NCI that can meet the requirements. The experiments that will be performed the lab require high power LEDs that will be used for two (2) different independent experiments. Prizmatix is the only known company that supplies LEDs that can be used for both purposes, thus reducing my costs by at least 50%. Moreover, for the first function described below, only the Prizmatix LEDs offer sufficient power after being split into two fibers. DELIVERY Delivery shall be made F.O.B. Pepper Building Building 31, Basement 2B Bethesda Mai 31 Center Drive Bethesda, Maryland 20814 If you have any specific questions, please submit them in writing to Dawn.Albertini@NIH.gov PROVISIONS AND CLAUSES The following provisions and clauses will be incorporated by reference: 52.211-6 Brand Name or Equal (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) Anticipated Period of Performance: Delivery shall be made on or before September 14, 2014. Other Important Considerations: •Include taxes, shipping and handling •Equipment shall have a minimum warranty period of one (1) year, including parts and labor. •Include descriptive literature, warranties, and /or other information that demonstrates the ability to meet the above specifications.
