- Motorola (52) radios that require refurbishing and reprogamming. RFQ-DC-14-00223 The purpose of this procurement is to upgrade currently government owned portable radios to make them compatible with the current federal government law enforcement standard as defined by the US Customs and Border Protection, the agency that operates the largest federal radio communications system in the civilian government and the one used by EPA and other federal law enforcement agencies. The Customs and Border Protection Federal Law Enforcement radio system is a Project 25 conventional radio system. To be on the system, radio user equipment must have specific features. The existing OCEFT Motorola XTS5000 radios are Project 25 conventional, capable of AES, DES, DES-XL and DES-OFB encryption algorithms. They do not currently have OTAR, Multikey or Vote Scan, which are required features to enable proper operations on the CBP radio system. OTAR - radios must support "Over the Air Rekey"; new encryption keys can be sent to the radio over the air from the radio system Multikey - required for the radio to be able to support different encryption algorithms (AES, DES, DES-XL, DES-OFB) Vote Scan - radios must support Vote Scan to operate on the system properly. The vote scan feature provides a form of roaming for conventional channels. Task 1. The contractor shall accept delivery of 52 Motorola XTS 5000 radios delivered to or picked up by the contractor's facility from OCEFT personnel. 2. The contractor shall perform the upgrades (as defined above) on all delivered radios to allow for the following features: a.Multikey b.OTAR c.Vote Scan 3. The contractor shall notify and make the radios available for pick up or delivered to OCEFT personnel when the upgrades are complete. The contractor must be Motorola certified. Please specify your DUNS number as registered in SAM.gov and warranty information if applicable. Please submit your quote to Sheila Fagan via email, fagan.sheila@epa.gov no later than August 27, 2014 by 3:00pm ET. Quotes without valid DUNS number will not be considered.
