Description
Sources Sought - Upgrade the Western Pacific Fishery Information Network (WPacFIN) Website THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can perform the following requirements: Project Background: The Pacific Islands Fisheries Science Center is seeking contractors to redesign and implement a modernized Western Pacific Fisheries Information Network (WPacFIN) public website. The current website can be viewed at http://www.pifsc.noaa.gov/wpacfin. The modernized design should support user-driven dynamic query capability for fishery statistics created directly from a nonconfidential WPacFIN database with summary data for the Pacific Islands Region (PIR). The redesign should support common summary data needs from WPacFIN clients, including fisheries monitoring agency partners from throughout the PIR, Pacific Islands Fisheries Science Center (PIFSC) and other NOAA entities, the Western Pacific Regional Fisheries Management Council (Council), fishermen and the public. Additional functionalities that are part of the planned modernization for this website include exporting up-to-date fish landings summaries to NMFS Fisheries of the United States (FUS), charts and tables from Council Ecosystem Plan Team Reports generated by WPacFIN partners, and available Allowable Catch Limits (ACL) monitoring data. In addition to user-friendly query tools to access nonconfidential WPacFIN data summaries, the website should support public outreach, provide links to partner agency websites and metadata, and help redirect the public to available publications and information already accessible within PIFSC and NOAA websites. General Description: It is anticipated that this purchase order will begin on or about September 15, 2014 and must be completed no later than September 14, 2015. At the outset, a more developed requirement analysis document will be completed by the contractor in collaboration with WPacFIN, based upon consultation with PIFSC Information Technology Services (ITS) at the Inouye Research Center (IRC) in Honolulu. The basic requirements will include designing and implementing a WPacFIN website that will enable users to easily and quickly select and summarize nonconfidential data for Hawaii, Guam, American Samoa and the Commonwealth of the Northern Mariana Islands (CNMI), by species and time series (annual, quarterly or monthly). The new design will be modernized to support common fisheries data needs, and enable summary selections to be dynamically produced by the user from an up-to-date nonconfidential database, developed and supported by WPacFIN. The design and implementation of this new website should be very intuitive, with user-friendly menu-driven navigation. General Contractual Needs: During the design and implementation phases the contractor would be required to work closely with WPacFIN and PIFSC ITS leadership at the Inouye Research Center (IRC), in Honolulu, in order to meet all NOAA security requirements applicable to the successful implementation of the new website design. The contractor would be solely responsible for all programming and network communication between the web server and database server in accordance with PIFSC/NOAA specifications. In addition, the contractor would need to provide a design and technical support manual for this project, and six months of technical support to WPacFIN staff to complete implementation and technology transfer for maintenance and management of this web-based system to keep it operational. One of the major constraints for the success of this project is the requirement to have a World Wide Web (WWW) server that can communicate directly with a database server. The preferred configuration is to have this hardware housed and supported at the Pacific Islands Fisheries Science Center (PIFSC), located at the Inouye Research Center (IRC) on Ford Island in Honolulu, Hawaii. WPacFIN will work with PIFSC Information Technology Services (ITS) and IRC ITS to determine whether such configuration is viable and can be supported directly at IRC. If such configuration is not viable, for security reasons, WPacFIN would request NOAA Headquarters (HQ ITS), in Silver Spring, Maryland, to provide the infrastructure and security to support this major function offsite at NOAA's Office of Science & Technology (OST). In the latter case, WPacFIN will work with HQ ITS to identify a suitable hardware and software configuration in order to enable WPacFIN to develop appropriate specifications for the contractor. General Schedule of Deliverables •· Web elements should be up and running within one year. •· Design should be easy to maintain and update with new data. •· Functionality should be scalable (e.g. ability to develop/add CPUE tables later for new fisheries). •· Contractor should include an annotated HTML/PHP code with user manual, and software design description. •· Technical support should be available for 6 months after the application is deployed. •· A brief progress report should be provided with monthly to quarterly invoicing. The North American Industry Classification Code (NAICS) is 519130 with a size standard of 500 employees. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
