Description
The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management (OAAM), on behalf of the Materials Science and Engineering Division (MSED) within the Material Measurement Laboratory (MML), intends to enter into a sole source purchase order with Brookhaven Instruments Corporation of Holtsville, NY under the authority of 41 USC 253(c)(1) - only one responsible source Only one responsible source for upgrades to two NIST-owned Legacy Instruments, Model #BI-200SM. The required upgrades include the following Brookhaven Instruments products: Quantity 2 each TurboCorr with BI-25NS; Quantity 2 each BI-200SMPt Thermometer; Quantity 2 each BI-Con stepping motor controller; and Quantity 2 each BI-DLSC software. Installation, training and warranty are also required for both instruments. Basis for sole source: NIST's MSED is currently conducting a Macromolecular Characterization Project for static and dynamic light scattering of advanced biomaterials for a two-year multi-partner collaborative effort under the NIST Materials Genome Initiative and ChiMad research agreements. The Legacy instruments are the fundamental tools that support this project. In order to continue the required research, upgrades to the existing systems are required given that funding restrictions prohibit the purchase of new systems and the equipment must be upgraded expeditiously to avoid delays to the required research. Currently, the two systems are lacking necessary functionality, are operating with hardware and software no longer supported by the manufacturer, and are functioning with computers that are no longer serviceable. The required components will enable digital correlation of TTL input signal from single-photon detectors and automated angle measurements through goniometer control for the characterization of multiple timescale relaxations by light scattering analysis as well as updating all software and computers. The required products are the only products available that are 100% compatible and interchangeable with the Legacy instruments. These products will work with the instruments and interface directly with the correlator hardware through a single software platform. The required products are only available from Brookhaven Instruments. Brookhaven is the sole manufacturer of the required hardware and software and has no authorized distributors. The North America Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing. The Small Business Size Standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 3:00 p.m. Eastern Time on September 4, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
