(6) Contracting Office Address.. National Transportation Safety Board (NTSB) Office of Administration, Acquisition & Lease Management Division, AD-20, 490 L'Enfant Plaza, SW Washington, DC 20594 (7) Subject: Free Standing Bridge Crane and Hoist System (8) Proposed Solicitation Number. NTSB-PUR-14-0342 01 (9) Closing Response Date. 29 August 2014 at 2:30PM EST (DST). (10) Contact Point or Contracting Officer. Ms. Kathleen A. Kern; Mr. Bryan Moy (11) Place of Contract Performance. National Transportation Safety Board (NTSB) 490 L'Enfant Plaza, SW Washington, DC 20594 (12) Set-aside Status: 100% small business set aside. (i) This amendment 01 to combined synopsis/solicitation is provided to answer questions provided by interested contractors, to date. (ii) All other terms and condition remain as previously stated. Question 1. What is the height from the floor of the Lab where the crane is to be installed to the lowest overhead obstacle? Answer: The height from the floor of the Lab to the lowest overhead obstacle is 124 inches. Question 2. How much lift would you like to get from your overhead crane? Answer: The minimum lift required from the overhead crane is 92 inches. Question 3. Is there equipment on site that could be used for installing the crane, like a forklift or would we need to supply? Answer: There is a forklift on-site that may be used. Question 4. Can we get a forklift into the Lab where the crane is to be installed? Answer: Yes, a forklift can be taken into the Lab where the crane is to be installed. Question 5. If we needed to supply equipment like forklifts could we get them into the building, is there a ground level overhead door or would it be a loading dock door? Answer: There is a loading dock. The fork truck mast should have a collapsed height no more than 82 inches to fit through the doorways. Question 6. Is this a prevailing wage job? I did not read anything about prevailing wage but wanted to check. Answer: Yes, the DOL Wage rate determination is provided as an attachment to this amendment 1.01 (due to the installation requirement.) Question 7. In the Technical Capability Section of the solicitation it says offerors are to include a completed copy of the provisions at 52.212-3 with this offer. Where is that provision located? Answer: The provision 52.212-3 in located in the Federal Acquisition Regulations. You may access this regulation and download as necessary the appropriate provision from: http://www.acquisition.gov/far/. Also, as a reminder, all Contractors wishing to do business with the US Government must be registered at: https://www.sam.gov/index.html/#1. Question 8. The Gorbel Bridge Crane System model number listed is not accurate. The full model number should be GLCS-NT-2000/4000-"BRIDGE LENGTH"-"RUNWAY LENGTH"-"TROLLEY SADDLE HEIGHT". "21.0146" is assumed to be the "Runway Length", but we are still missing the other two (2) dimensions. Please provide the required "Bridge Length", "Runway Length" & "Trolley Saddle Height" for this request at your earliest convenience. Answer: The runway length = 42 feet; the bridge length = 21 feet; the trolley saddle height can be determined based on the answers to questions 1 & 2 above.
