- NASA/GSFC has a requirement for one Cary 5000 UV-Visible Infared spectrometer bundled with the universal measurement accessory (UMA). The Cary 5000 must meet the following specifications: -New spectrophotometer system to allow automated and unattended measurement of absolute and polarized reflection and transmission of solid or thin-film samples at user defined angles -Angular range for samples shall be selectable from 0 to 85 (Transmittance) and 10 to 85 (Reflectance) -Detector angular rotation range: 10 to 350 -Wavelength range coverage: 200-2500 nm. -Auto polarizer (for s and p-polarized measurements) wavelength range: 250-2500 nm -Photometric accuracy (transmittance and reflectance) shall be 1% (or better) -Angle resolved scattering detection range shall be 4 absorbance units or higher -Angle resolved scattering detection solid angle shall be selectable from 0.001 to 0.0001 steradians -System must include a single sample holder to accommodate samples as small as 15 mm and 80 mm or larger in diameter -System is required to be a stand-alone unit that will not require any additional hardware to perform the T & R angular measurements listed above This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than August 28, 2014 to Janicea McCree at Janicea.L.McCree@nasa.gov. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
