- The National Park Service SF Major Acquisition Buying Office intends to award a sole source procurement action to Anthropological Research, LLC for Phase II Ethnographic Research/Study of archeological materials and in fulfillment of the finding of no significant impact for the Deepen Castle Rock Cut Environmental Assessment. The information that is being requested can only be provided by the elders who represent clans and societies in the Hopi Tribe. Only elders from the Hopi Tribe can view and interpret the archeological material that was salvaged before the Glen Canyon Dam was built. Only they possess the proprietary clan and society knowledge passed through the generations to interpret the symbols they see, and which clans made which vessels, as well as interpret the construction of basketry and textiles and other objects to know which of their ancestors were present and what they might have been saying that can be heard across the generations. No other tribes or academics possess this knowledge. It is strictly held by clan and society members of the Hopi Tribe. The requisition is made to the Anthropological Research LLC for the Hopi Tribe. This firm is owned by an individual (T. J. Ferguson) with credentials to facilitate the process for the work to be conducted. Ferguson has been working numerous decades with the Hopi Tribe and is implicitly trusted by them. Given the esoteric nature of the project and the information to be shared, they would only consider involving this individual. Mr. Ferguson will closely work with the Tribe to develop a set of questions, to ensure proper recording of the information, and then ensure, again in collaboration with the Hopi, that the information is analyzed and presented in a report that meets with the approval of the Hopi Cultural Preservation Office and the Hopi Tribal Council. It is the Hopi and the Hopi Cultural Preservation Office that will be directing how the process will occur and what information is obtained and used under Fergusons advisement. The proposed contract action covers supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals; however this notice of intent is not a request for competitive proposals. Inquiries and proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
