- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Material Measurement Laboratory, Materials Measurement Science Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Leica Microsystems, located in Buffalo Grove, IL, for the purchase of an upgrade to the Leica SP5 Confocal Microscope. Sole Source determination is based on the following: The Microscopy and Microanalysis Research Group performs research and development of microscopy and microbeam analysis techniques. This procurement enhances the ability to take fluorescence images and 3D measurements and spectra using the Leica SP5 confocal microscope. The required upgrade is to speed up the measurements, decreasing fluorescent bleaching, as well as to increase sensitivity to fainter fluorescent signals allowing more applications and technologies to be impacted by the NIST measurement science advances. The upgrade consists of upgrading from 4 to 5 detectors and adding a high sensitivity hybrid detector. The highest spatial resolution can be achieved with UV and blue light. This upgrade will allow broader use of these wavelengths and hence improved resolution on a variety of biological and material science programs including forensic science, optoelectronic manufacturing, and nanotechnologies. The upgraded hardware must work smoothly with the existing Leica software that runs the instrument and collects the images. No other company has the proprietary knowledge needed or ability to manufacture these upgrades. Leica Microsystems is the only known vendor capable of providing the required upgrade that meets the Government's minimum requirements and is compatible with the existing Leica SP5 Confocal Microscope. Leica is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 8, 2014, 8:00 a.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
