THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals are being requested and a written solicitation will not be issued. The 319th Contracting Flight at 575 Tuskegee Airman Blvd bldg 418, Grand Forks AFB, ND 58205 intends to award a firm-fixed price purchase order for the purchase of a new Hazardous Material Response Trailer. Prospective contractors shall be registered in System for Award Management (SAM), previously Central Contractor Registration (CCR) Database in order to be considered for award. This is an acquisition for Hazardous Materials Response Trailer, as further defined in the price schedule. Award will be based on Lowest Price Technically Acceptable (LPTA). Aluminum tread plate over ¾" plywood floor (full length to include ramp) Color red (fire engine or comparable equal) 10" shadowed (white over black Gills Sans Ultra Bold or comparable font) on each side and rear of trailer to read (in three lines): GRAND FORKS AFB HAZARDOUS MATERIALS RESPONSE TEAM Trailer must be manufactured or upgraded to contain: •- LED clearance lights in accordance with DOT specifications •- LED wrap around tail lights •- 12 volt electrical system •- 12 volt interior wall switch •- No less than.030" aluminum exterior •- DOT conspicuity tape on side and rear of trailer in accordance with DOT specifications •- R5 rated sidewall fiberglass insulation minimum of 1" •- 4 - 12 volt red strobe lights (one on each corner of trailer and wired to operate from truck and off trailer's generator) •- 4 - recessed low profile exterior halogen "scene" lights (120 volt and controlled form inside trailer off trailer's generator power. Located on each corner of trailer; two facing street side, and two facing curb side) •- Curbside 18' (approximate) roll out awning that covers personnel entrance •- Partitioned wall in front of trailer with access/sliding door (creates separate 10' research area in front of trailer) (personnel door permits egress from this area) •- Permanent inside counter wired for two computer research stations in front portion of trailer (30" H x 30" D running width of trailer) (each station should have drawers that can secure during transport, each station should have 4 compliant outlets. Should also have lighting system at each station) •- Overhead self-closing/securing bookshelf over stations (150 lb. minimum weight capacity, runs width of trailer, 18" H x 18" D)(can be secured during transport) •- Rear area storage (heavy duty/industrial steel frame) storage racks should be fixed, and should have three levels (ground, middle, and top shelves); 8' area at rear door should not have shelving, but there should be restraining systems for large items. •- 1 - 100 amp deep cycle battery and charging system, capable of attaching to commercial electricity while in station. •- Commercial diesel generator (minimum of 10KW) with large fuel tank (preferably 30 gal) •- Compartment, for stationary Commercial diesel 10 kw generator with access door •- Interior carbon monoxide detector in research are and in storage areas •- Remote start for generator located in research area •- 3 - 12V interior wall switch (2 for dome lights, one for strobe lights) •- No less than 7 - 120V 15A duplex ground fault circuit interrupt (GFCI) receptacles (two in rear of trailer near troop door and other 5 located in research area) •- An interior lighting system capable of illuminating both front (research area) and rear (storage area) with minimal to no strain on occupant •- 3 - 120v 15A exterior GFI receptacles (flush mounted and weatherproof) •- Above floor assembly w/marine battery and PC45 power source converter/charger •- 50A auto trans switch wired to generator (wired into trailer systems) •- 4 - 120v interior wall switch in research area near personnel door for interior lights (2 exterior, 2 interior) •- Heavy duty corner post/leveling jacks with no less than 3k lb. capacity •- Environmental control system with Air Conditioning and Heating capabilities. Primary area of focus is research area with some heating in rear for extreme cold scenarios. System should be able to maintain comfortable working environment during times of excessive heat (approximate >80 degrees F) and extreme cold (approximate <-45 degrees F reaching as low as -60 degrees F) •- 2 electric baseboard heaters in research area to provide supplemental heat during inclement weather •- For times of moderate weather, natural ventilation options should be available (i.e. roof vents, small windows on curb and street side for cross ventilation options) •- LP gas furnace with blower and thermostat 120v capable of maintaining safe/comfortable working conditions during inclement weather (controls main heating system of trailer) •- Platform for propane tank assembly •- Double 30 lb. propane tank assembly •- 7" ceiling insulation (throughout trailer) This RFQ is being issued as unrestricted; all responsible and technically acceptable offers will be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The NAICS code for the acquisition is 336214 and the size standard is 500 employees. The Government reserves the right to hold discussions with offerors. Discussions may or may not be held with offerors; therefore, each offerors initial quote should be complete and accurate. One award will be made based on which offer is fully in compliance with requirements, and provides the lowest priced technically acceptable offer. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (End of Clause) AFFARS 5352.201-9101 Ombudsman As prescribed in 5301.9103, insert the following clause: OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
