Description

The Naval Surface Warfare Center Panama City (NSWC PC) intends to award, on a sole source basis, a firm-fixed price commercial item order to IXBlue, Inc., located at 11 Erie Drive, Natick, MA 01760-1312. The following supply is being procured: CLIN Number Part Number Nomenclature Quantity 0001 KAA00045 Pak, OCTANS IV Subsea 3000- Seacon 3 The purchase is not suitable for full and open competition for the following reasons. This procurement is sole source for the following reasons. The NSWC PCD Seal Delivery Vehicle (SDV) has standardize the OCTANS system, further these items have been 100 percent tested for compatibility with the SDV's hardware and software. Therefore, the IXBlue OCTANS IV Subsea 3000 gyrocompass is the only product that can meet the requirement. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Only the supply provided by IXBlue have been approved to provide material in direct support of the SDV's. Offerors wishing to provide responses/comments to this synopsis shall do so via email to Oren.Gilbert@navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 08 Sep 14 @ 5:00 PM Central. Delivery shall be FOB Destination required 30 days after contract award. The resultant contract will be a firm fixed price commercial contract. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database.
