- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY TO ANNOUNCE AND INDUSTRY DAY FOR SOLICITATION W9127S-15-R-0001 AS FOLLOWS: The U.S. Army Corps of Engineers, Little Rock District, will conduct an Industry Day to announce an anticipated Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC) for Integrated Design Build, Initial Outfitting (IDBIO) Construction Services in support of the United States Air Force Medical Services (AFMS) Healthcare Facilities Modernization Program and other customers of the United States Army Corps of Engineers customers with healthcare facility needs. The goal of this industry day is to: 1)Familiarize the industry with this projected opportunity; 2)Determine industry capabilities; 3)Identify potential sources; and 4)Receive feedback from industry The Industry Day will be held on Wednesday September 17, 2014; from 9:00 A.M. to 1:00 P.M. at the McArthur Museum of Arkansas Military History, 503 E. 9th Street, Little Rock, AR 72202. The agenda is planned as follows: 9:00 - 9:45 Introductions and program overview 9:45 - 10:30 Overview of the requirement with questions and answers session 10:45 - 1:00 One-on-one industry capability briefs A SOLICITATION WILL NOT BE RELEASED PRIOR TO THIS INDUSTRY DAT NOR WILL A DRAFT SOLICITATION BE PRESENTED AT THE EVENT. Participants are requested to complete the attached registrations form and capabilities survey and e-mail the completed forms to: AFMS.CESWL-AFMS@usace.army.mil not later than 10 A.M. CDT on Monday September 15, 2014. Attendance at the Industry Day is voluntary and is not required to participate in the proposed acquisition. Interested firms unable to attend the Industry Day are encouraged to submit a capabilities survey attached to the sources sought synopsis. BACKGROUND The anticipated IDIQ MATOC will provide Integrated Design Build, Initial Outfitting (IDBIO) Construction Services not to exceed $900 million over the next five years supporting the AFMS Healthcare Facilities Modernization Program. The AFMS is responsible for the programming, planning, design, construction, and initial outfitting of new and renovated US Air Force Medical treatment facilities worldwide. They are charted with modernizing hospitals, clinics, medical office buildings, warehouses, veterinary clinics, and wellness centers. To meet these requirements, the AFMS requires a contracting vehicle that utilizes experienced firms who are capable of rapidly responding to multiple requirements, meet constrained project schedules, and deliver a variety of IDBIO construction and renovation products. This contract vehicle will enable the AFMS to standardize execution, minimize acquisition lead times and costs, work multiple projects concurrently, and complete projects on schedule. The scope of work for the resultant contract will primarily be associated with the design, renovation/alteration of existing active facilities, but may also include major repair and new construction. Work may include, but is not limited to, replacement, restoration or modernization of hospitals, clinics, medical administration buildings, ambulatory health facilities, medical warehouses, medical labs, biological engineering labs, dental clinics, veterinary clinics, and wellness centers. This requirement will be performed within the continental United States (CONUS); with a potential for contracts to serve a certain region. Work may include restoration and/or modernization of HVAC, medical gas, plumbing, electrical, elevators, building envelope, fire protection, interior renovation, terrorism/force protection, and exterior site and systems work such as utilities infrastructure, roadways, sidewalks, parking lots, landscaping, and irrigation. This work is performed in ongoing active healthcare facilities. The Government is seeking qualified, experienced sources capable of delivering healthcare design-build projects utilizing integrated project delivery methods, to include outfitting services and commodities known as IDBIO. IDBIO is when a single contractor provides all design, construction, outfitting services/commodities, and transition support to operate a new/newly renovated facility. [Note: Initial Outfitting includes providing furniture, furnishings, casework, communications, medical equipment, resource protection systems, artwork and transition/move services]. Integrated project delivery methods subscribes to full engagement of project management, designers, subcontractors, technical disciplines, trade partners, and vendors for the full life- cycle of the project. Healthcare facilities may include, but are not limited to, clinics, hospitals, medical centers, labs, pharmacies, administrative facilities, veterinary facilities, vivarium, medical warehouses and specialty facilities such as hyperbaric chambers, MRI/CT, and decontamination facilities. (IO) services are performed in two steps: Step 1 - Initial Outfitting Transition (IO-T) Step 1 - IO-T, to include project management, transition/relocation planning, planning/design and technical support, product selection/planning, inventory identification, storage, movers, supervision, and budget development, tracking and adherence. Step 2 - Initial Outfitting Commodities (IO-C) (IO-C), to include procurement of the product, installation labor, transportation, tools, materials, storage and freight, case goods, furniture and furnishings equipment, artwork, signage, information technology/communication and resource protection systems. The IO effort will also include the move, reconfiguration, teardown, salvage, and/or disposal of existing products and inventory storage and installation of reusable systems furniture. The objective is for the contractor to provide turn-key services for the design and construction/renovation as well as initial outfitting of facilities, to include the delivery of medical equipment, furniture, case goods, communication equipment, information technology hardware and software; as well as move planning, transitioning medical staff, resources, equipment, and furniture. These services must include cradle to grave project management services, design services, procurement of furniture and medical/clinical case goods, warehousing capabilities, delivery, installation, inventory, warranty services, commissioning and training on all new equipment/furniture/systems. Under this contract, the contractor shall provide all necessary labor, material, supervision, and equipment for the design, construction, repair, and/or alteration to sustain, restore, and or modernize clinics, hospitals, administrative buildings, health facilities, warehouses, veterinary clinics, ancillary facilities, and wellness centers, using Military Construction (MILCON) and Operations and Maintenance (O&M) processes. The contractor shall have experience in utilizing performance based requirements, where the customer identifies the objectives (desired result) and the constraints (code/criteria/standards) and the contractor is responsible for determining the means and methods to achieving the desired result. A capable and qualified contractor must have experience in performing the Integrated, Design Build, and Initial Outfitting (IDBIO) during the course of normal hospital/clinic operations. Any resultant contract will be for a period of one (1) base year, and four (4) option years, not to exceed five (5) years. Each contract awarded under the IDBIO contract will share the total contract capacity estimated at $900 million over the five year period. The estimated minimum size of a task order is $300K. The estimated maximum size of a task order is $75M with the average size task order being approximately $37M. Companies must have ability to perform up to a minimum of five (5) task orders simultaneously. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The North American Industry Classification System code for this procurement is 236220 - Commercial and Institutional Building Construction. The US Small Business Administration Size Standard is $36.5 Million.
