- Request for information announcement. THIS IS A REQUEST FOR INFORMATION (RFI). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. T HE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. The Naval Surface Warfare Center- Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources of a tunable filter for use in the Littoral Combat Ship (LCS) Multi-Vehicle Control System (MVCS). The intended use for the information is to assess advances in technology since the design of the current MVCS. The Government is only interested in looking at current technology available in the open market. This market survey in no way binds the Government to offer contracts to responding companies. This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. NSWC PCD is seeking commercially available tunable filters meeting the requirements below. Parameter Requirement Tunable Frequency Range 2.2 - 2.4 GHz Insertion Loss ≤ 1.5 dB at TF ± 8.25 MHz ≥ 60 dB at TF ± 40 MHz Insertion Loss Variation ≤ 4.0 dB over TF ± 8.25 MHz Group Delay Variation ≤ 25 ns over TF ± 8.25 MHz Return Loss ≥ 14 dB over TF ± 8.25 MHz RF Power Handling 100 mW CW Impedance 50 , nominal, in/out Tuning Control Interface RS422 Tuning Speed ≤ 800 ms Connectors SMA or Type N - female Size Not to Exceed 8" L x 4" W x 1.5" H Weight Not to Exceed 5 lbs DC Power 28 VDC, or 5 VDC, or 3.3 VDC Initial State at Power Up The filter needs to present a load to the input connector (HPA side) when unpowered and during initialization. Operating Temp -40°C To + 85°C Operating Humidity 5%-100% RH With Condensation; MIL-STD-810E Method 507.3 Procedure III Operating Shock MIL-STD-810E Method 516.4 Procedure 1 Operating Vibration MIL-STD-810E Method 514.4 Category 9, Procedure 1 RESPONSES: Responses to this RFI should include supporting materials that provides a demonstration of your company's capabilities, experience, and overall understanding of the evaluation criteria that NSWC Panama City Division has identified. The following information is requested (please indicate if the information is an estimate or actual). A development cost ROM is requested where a commercial off-the-shelf (COTS) estimate is not available for the criteria listed above. 1. Description of the devices and technology as it applies to the evaluation list above 2. Product Development history and status 3. Product application and history of fielded systems 4. Installation and integration requirements 5. ROM cost and development schedule for a prototype system (if not COTS) 6. ROM cost and lead time (if not COTS) 7. US Military applications including points of contact 8. Business size under NAICS 334419. NSWC PCD requests your electronic responses by 10:00 am (CST), on 15September 2014. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. Information should be e-mailed to the Contract Specialist at jamell.Kilgore@navy.mil and labeled with the RFI number and title. Questions can be submitted electronically to the technical point of contact howard.doane@navy.mil. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. At no cost to the government, responding vendors may continue technical dialogue with this market survey's technical Point of Contact after the initial response is provided. This is a Sources Sought announcement, a market survey for written information only. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published in the Federal Business Opportunities (FedBizOpps). This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. NAICS 334419 applies.
