- VA786-14-Q-0336 Pre Solicitation Notice for Removal of Existing Sanitary Sewer Tank For Roseburg National Cemetery, Roseburg OR 97470 100% Set Aside For Service Disabled Veteran Owned Small Business (SDVOSB) NAICS: 237110 RFP VA786-14-Q-0336 - GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, equipment, services and supervision to perform construction work to remove the existing sanitary sewer tank and connect to existing sewer lines that the Veterans Department already has installed and procure all necessary permits to perform this work and make the connection to the local Sanitary Sewer District at the new Roseburg National Cemetery (RNC). All work will be accomplished in accordance with the Veterans Affairs (VA) requirements, Federal, State and Local Codes requirements at Roseburg National Cemetery, located in Roseburg, OR. All work will be conducted in such a manner as to minimize the impact on the Cemetery operations. Submission of a schedule that minimizes the effect of normal operations on the cemetery shall be approved by the COR and Cemetery Director prior to the start of work. Unless otherwise noted, all materials shall be new. Prior to installation, Contractor shall submit to the COR/MSN V Office, for approval (2 week turnaround, typical), the manufacturer's literature and specifications on all the materials being installed. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer's Representative (COR) and with the Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. The work in this project includes but not limited to: Item 1: Remove Sanitary Sewer Tank 1.Contractor shall coordinate and purchase permits from the Roseburg Urban Sanitary Authority (RUSA) to remove the existing sanitary sewer tank and connect to the Veterans Administration sewer connection at the Eagle Landing housing project (see attached site plan). 2.Upon connection to the Eagle Landing sewer system, contractor shall decommission the existing NCA sewage storage tank in accordance with the State of Oregon Regulations. 3.Contractor shall excavate and remove the existing sewage storage tank (see attached drawing) and cap the existing 8" diameter sewage pipe connection with a concrete seal plug. 4.All debris shall be removed from the site by the Contractor, at the Contractor's expense, including all dump fees. Debris shall not be allowed to accumulate at the site; debris shall be removed on a daily basis. 5.Contractor shall backfill the excavation with compacted engineered fill material in accordance with VA requirements. Compaction testing and reports are required and shall be submitted to the COR for approval; 90 percent compaction is required. 6.Contractor shall submit specification sheets for approval to the COR and Cemetery Director the backfill and topsoil material. 7.Contractor shall install topsoil to a depth of 12 inches to all disturbed areas of the excavation and construction area. 8.Contractor shall restore all vegetation that was removed or altered during construction to the original site conditions. Project will be for a 30 days. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 237110 is applicable. Please reference Solicitation Number RFP VA786-14-Q-0336 on remittances.
