- Sources Sought for CONSTRUCTION MANAGEMENT AS ADVISOR (CMa) and COMMISSIONING (CxA) SERVICES, LITTLE ROCK FEDERAL BUILDING, LITTLE ROCK, ARKANSAS The General Services Administration (GSA) is seeking a qualified small business firm to provide Construction Management as Advisor (CMa) and Commissioning (CxA) services for the Little Rock Federal Building Improvements project in Little Rock, Arkansas. Firms shall have experience in managing complex, multi-story renovation projects and shall be interested in acting as the Government's onsite representative, providing oversight of the Designer (A/E) and the General Contractor (GC) who will design and renovate the federal building respectively. During the design phase, off-site staff shall include, at a minimum, professional engineers with experience in fire protection systems, asbestos abatement, and commissioning of fire protection systems as well as an estimator and a scheduler. During Construction on site staff will include, at a minimum, professional Inspector(s), Project Manager and Administration Assistant. Support staff for construction may also include, at a minimum, an experienced Scheduler and licensed Architects and Engineers to conduct periodic inspections. Duties of the CMa and CxA contractor include, but are not limited to, constructability reviews, verification of design submission against requirements, codes and standards review, daily inspections of the construction work, coordination and recordation of weekly and monthly construction progress meetings with the GC, preparation of all required paperwork, including, but not limited to, daily reports, daily construction logs, all meeting minutes, RFI logs, transmittal of RFI's to design A-E, recording, reviewing and then transmitting all submittals to design A-E, processing payment requests for review and approval by the Contracting Officer (CO), reviewing payrolls for adherence to all DOL requirements including labor interviews, and recording construction progress by use of digital and video cameras, etc (if necessary). Renovation of the federal building (inclusive of the CMa and CxA services) shall be performed after federal working hours. Design has begun on the project. It is anticipated CMa/CxA will start review after 35% submittal and before 65% submittal. Final design is scheduled to be completed by February 11, 2015. Anticipated start date for construction is on or about May 2015. Performance period of construction is approximately 15 months from the Notice to Proceed (NTP) date. The North American Industry Classification System (NAICS) Code for this procurement is 236220. The size standard is $36.5 million per year. This Sources Sought announcement is issued to solicit written expressions of interest from certified and qualified Small Business concerns, 8(a), HUBZone and Service-Disabled Veteran-Owned CMa and CxA firms. All firms shall submit a one page letter of interest on company letter head. This letter of interest shall also include the following: 1) Firm's point of contact, with mailing address, e-mail address and telephone number 2) Firm's type of business - Small Business, 8(a), HUBZone or SDVOSB 3) Intent to team with another firm and anticipated teaming arrangement 4) Answer to this question: Has your firm performed the type CMa and CxA services described above in the past five to eight years on a similar project? The definition of "similar" is defined for this project as: extensive architectural and MEP renovations of a commercial office building or other building (Governmental, Institutional or commercial) of $5 million or greater and 100,000 GSF or greater, and five (5) or more floors. Similar also includes projects involving large Asbestos Abatement scopes, in occupied office buildings, and Fire Alarm and Fire Protection replacement work in occupied office buildings, with a cost range of $5 - $10M.
