Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on August 28, 2014: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $11 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) Minor Grading, drainage, subexcavation, reinforced soil slopes, aggregate base, pulverization, asphalt paving, erosion control, signing and striping. Respondents must also provide work experience in environmentally sensitive areas with narrow construction limits, including high altitude paving on steep grades. The construction contract will be advertised and evaluated using the Lowest Price Technically Acceptable (LPTA) source selection method, therefore, Contractors will be required to submit qualifications indicating they have completed projects of similar complexity with acceptable quality and positive client references. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: UT PRA ZION 12(1) & 14(1) Kolob Terrace Road This project will consist of Rehabilitation and Resurfacing, on Kolob Terrace Road, in Zion National Park, Utah: Construction will include minor grading, drainage, subexcavation, reinforced soil slopes, aggregate base, pulverization, asphalt paving, erosion control, signing and striping. This project consists of schedule A and Schedule B: Schedule A includes minor grading, subexcavation, culvert replacement, rehabilitation and resurfacing of 5.80 miles of Kolob Terrace Road; Schedule B extends the drainage, grading, and pavement resurfacing of Kolob Terrace Rd for a total of 9.82 miles; Significant Items Include 34,100 LF of silt fence, removal of 18 pipes 8300 CY of excavation; 8300 cuyd of subexcavation; 11000 cuyd of waste; 2340 cuyd of riprap; 7000 sqft of reinforced soil slope; 141,000 sqyd of pulverization; 3600 tons of Aggregate Base Course; 34,000 tons of superpave asphalt paving, 1825 LF of pipe culvert placement; 500 lnft of underdrain; 9800 lnft of asphalt curb, 6500 sqyd of paved ditch; 5 stone masonry headwalls; 370 sqft of signs; 900 gallons of pavement markings; 4800 flagger hours; 1200 pilot car hours; and 24 weeks of traffic and safety supervisor. This project is located in an environmentally sensitive corridor, with narrow construction limits, and includes high altitude paving on steep grades. The north (upper) section of the project is typically closed due to heavy snow until late May. The project will require considerable scheduling, coordination, and construction phasing to complete the work within the time restrictions related to pulverization limitations, development of the asphalt mix design, asphalt paving, obtaining county hauling permits, and weather limitations at high elevation. The contract will be advertised and evaluated using the Lowest Price Technically Acceptable (LPTA) source selection method. The contractor will be required to submit qualifications indicating that they have completed projects of similar complexity with acceptable quality and positive client references. It is anticipated this project will be advertised in October, 2014 with construction beginning in February 2015 and extending through October 2015. Estimated cost for the schedule is $8,000,000 to $11,000,000.
