Description
SOLICITATION N00167-14-T-0089 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, as supplemented with additional information included in this notice. Solicitation number N00167-14-T-0089 applies and is hereby issued under Simplified Acquisition Procedures, FAR Subpart 13.5 "Test Program for Certain Commercial Items". Solication document is provided as an attachment. The applicable North American Industry Classification System (NAICS) Code is 334515, with the size standard of 500 employees. The procurement is unrestricted. A firm-fixed price contract is anticipated. The anticipated award date is September 2014. The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to conduct a non-competitive procurement with Kistler Instruments Corporation, Amherst, NY 14228. The requirement is for seventy-two(72)Kistler model #9602A-3201, 3 axis piezoelectric force sensors with integrated charge amplifier. This Kistler M odel #9602A-3201 is the only Commercially Off The Shelf (COTS) sensor which meets the following minimum government specifications: 3 axis piezoelectric force sensor with an integral charge amplifier and an electronically switchable dual gains (gain1 = 1, gain2 = 5, 10, 20 or 40) to increase sensitivity; an amplifier reset capability (<1 millisecond) to reset the sensor quickly when it has an applied load; a time constant >100,000 seconds to measure static loads for 5 minutes; and sensor body dimensions no larger than 25mm x 57 mm x 10, necessary to fit in constrained space. This notice of intent is not a request for competitive proposals however all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties can submit capabilities statements or questions to the point of contact located in block #5 of the solicitation document. All submissions received within seven(7) days from the publication date of this notice will be considered by the Government.
