Description

Notice of Intent to Award Sole Source Procurement: Market Research is being conducted to verify that no other sources can meet this requirement for Gigaman data circuit for Central Arkansas Veterans Healthcare System located in North Little Rock (NLR) and Little Rock (LR), AR and its associated Community Based Outpatient Clinics (CBOC) and remote areas of responsibility, as well as future CBOCs. Interested sources are invited to provide their company's capability statement to support this requirement as described in this Sources Sought' s program description, acquisition approach and Delivery Schedule as described herein. Project Background: The data circuit currently provides Gigaman service access to existing point to point communications data circuits from 2200 Fort Roots Drive to various end points. There are (2) circuit numbers that AT&T currently uses under contract VA256-14-P-2326. AT&T has proprietary rights to the existing line/infrastructure. Acquisition Approach: Department of Veterans Affairs, intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302 (a) (2) (ii) (A). Only one responsible source and no other supplies or services will satisfy agency requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to pursue award of a purchase order to AT&T Government Solutions, 1900 Gallows Rd, Vienna, VA. 22182. The government anticipates that the requirement for this effort will be fulfilled by the award of a Firm-Fixed Price (FFP) Purchase Order in accordance with FAR Part 16. The period of performance is 12 months from award. Award is anticipated 4th QTR FY 14/ 1st QTR FY15. QUANTITIES: Gigaman CLS 63.KFGS.048895..SWB.58W 7TH Gigaman CLS 62.KFGS.058895..SWW 7thFort Roots ESTIMATED DOLLAR VALUE: $223,000.00 RESPONSES REQUESTED: Interested telecommunication contractors must submit their capabilities statement by the closing date of this notice to the POC listed below. Responses shall provide a description of the offeror's ability to meet the requested services. The response shall include a Rough Order of Magnitude (ROM) estimate for the requirement on a Firm Fixed-Price basis. The offeror's capability description should include documentation demonstrating that the offeror has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them. Responses shall be limited to three (3) pages or less, including all attachments. All responses must include the following additional information: name and address of the firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Responses shall be submitted electronically by email to Darnell.Williams2@va.gov no later than 1300 CST on Friday, August 29, 2014. NOTICE: This notice of intent to award sole source is being provided to verify that no other sources can meet this requirement given only one responsible source and no other supplies or services will satisfy agency requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition. Telecommunication contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
