Description
Draft PWS for ISO Audit Services, Ogden Air Logistics Complex NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541990 which has a corresponding Small Business Size standard of $15M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: Provide International Organization for Standardization (ISO) audits by an external, independent registrar organization to maintain Aerospace Standard (AS) AS9100, Quality Management Systems - Requirements for Aviation, Space and Defense Organizations, and AS9110, Quality Management Systems- Requirements for Aviation Maintenance Organizations, registration at Ogden Air Logistics Complex (OO-ALC) and its geographically separated units (GSUs). GSU's are located within the continental United States (CONUS), and outside the continental United States (OCONUS). OO-ALC's CONUS operating locations include Hill Air Force Base (AFB), Utah; Randolph AFB, Texas; and Davis-Monthan AFB, Arizona. OO-ALC's OCONUS GSU is located at Kadena AFB, Japan. Operating location details are included in the attached Draft Performance Based Work Statement (PWS). The contractor shall provide all personnel, tools, parts, materials, transportation, travel, incidentals, and project oversight as necessary to perform ISO audits to the AS9100 and AS9110 standards at OO-ALC and its GSUs. Initial certification (Stage 1 and Stage 2), surveillance, recertification, and special audits will be performed in accordance with the current version of AS9101, Quality Management Systems - Audit Requirements for Aviation, Space, and Defense Organizations, and conducted on a schedule determined by the Government Program Manager (PM) at the task order level. 3. The US Air Force is also seeking the following information: a) Provide your Company Name, Cage Code and Point of Contact Information (email address and phone number). b) Would you be a prime contractor or a subcontractor? c) Describe your experience with International Organization for Standardization audits to maintain AS9100 and AS9110 registration and include any past contracts you were involved with. 4. All information submitted in response to this announcement is voluntary and no information will be returned. The US Air Force is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any information obtained will be considered market research and may be used as a general concept; however, any specific information will be treated as proprietary information. 5. Interested offerors should send a response to the sources sought inquiry and the questions listed above to the Contract Negotiator. Responses should be submitted by 1000 Mountain Standard Time on September 05, 2014.
