Description
This is a Sources Sought Synopsis for commercial items with incidental services. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Special Competition Advocate (SCA) at dean.m.carsello.civ@mail.mil. This Sources Sought Synopsis is to notify companies that Fort Carson is seeking sources for a Hands Free Communication System (HFCS) developed by Vocera to support a hardware/ software expansion and maintenance support for MEDDAC, Evans Army Community Hospital (EACH). The HFCS must have the capability to function as a standalone system and/ or with enhanced functionality when integrated within the Vocera HFCS that is currently in-place at EACH. The HFCS shall have the capability to be completely hands free, wireless, and compatible with EACH's wireless local area network (WLAN). The wireless platform shall provide hands-free voice controlled communications throughout any 802.11 b/g networked building. The HFCS shall have the capability of utilizing voice over Internet Protocol (VoIP). The HFCS shall also have the capability to integrate with the customer's private branch exchange PBX telephone network to dial an internal extension or outside phone number. The proposed North American Industrial Classification System (NAICS) code for this procurement is 334614 with a small business size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include small business, 8(a), and small disadvantaged businesses and set-asides (e.g., Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns) that can provide this type of equipment and installation. Equipment must fit into the existing Vocera system. The government requests that interested parties respond to this notice no later than 5:00p.m. MDT, 01 September 2014. Identify your capabilities and if applicable identify your small business status to the identified NAICS code. This SSS is issued solely for information and planning purposes. It does not constitute a solicitation or a promise to issue a solicitation in the future. The Contractor shall be capable of furnishing the following: The hardware and software equipment will consist of battery operated HFCS Badges designed to communicate on a low level signal, HFCS Badge software, HFCS Batteries and chargers, double-break away lanyards, Vocera End-User and Super-User training kits, in addition to installation/preventive maintenance services. The work shall consist of Non-Personal maintenance/ preventive maintenance, repair in compliance with the Vocera Standard Support Services for Digital Telephony, 3-port VMI Module License, 50-user Enterprise Licenses, and 50-User Enterprise Add-on Licenses. In addition to the specifications identified above, the contractor shall be capable of completing and be in compliance with Anti-Terrorism Level I Awareness Training, comply with all applicable installation/ facility access and all local security policies and procedures. Background checks may be required to meet installation access requirements to include obtaining and maintaining the clearance requirements appropriate for access to the Military Health System (MHS) Sensitive Information. The contractor shall be prepared to receive iWATCH Training (training developed locally to inform employees of the types of behavior to watch for and report suspicious activity to the Government). The Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all Government data to include compliance with the Health Insurance Portability and Accountability Act (HIPAA), Electronic Security (Certification and Accreditation), and Personnel Security requirements in accordance with the following: DoD Directive 8500.1, Information Assurance DoD Instruction 8500.2, Information Assurance Implementation DoD Directive 5400.11, DoD Privacy Program DoD 6025.18-R, DoD health Information Privacy Regulation DoD 5200.2-R, Personnel Security Program Requirements Point of contact for this Sources Sought Synopsis is Jonathan B.
