Description
This special notice is issued for the purpose of advising potential respondents that an industry day event has been scheduled for 26 and 27 August 2014. The purpose of this industry day will be to provide potential respondents a general briefing of the Persistent Surveillance System - Tethered (PSS-T) requirement and offer the opportunity to ask questions in both open forum and in closed door individual industry sessions. PSS-T consists of large and medium aerostats based on two (2) existing combat-proven aerostats: Persistent Threat Detection System (PTDS) (large) & Persistent Ground Surveillance System (PGSS) (medium). PSS-T is a proven capability for the expeditionary and contingency needs of the Army. It is capable of supporting Army service component commands, corps, divisions, brigades, and other land owning units. PSS-T is capable of persistent, integrated, networked, and multi-sensor information collection by operating aerostats for long periods of time from altitudes to maximize line of sight and field of regard. PSS-T will also provide the capability to carry communications extension payloads in support of the Army operations. PSS-T supports the commander's situational understanding by providing indications and warnings, increased probability of positive identification of threats, and improved identity resolution through tailorable sensor and communications payload options in support of a wide range of military operations. The Government plans to award two (2) different indefinite delivery indefinite quantity (IDIQ) contracts. One (1) IDIQ will be awarded to a primary system integrator (PSI) that will provide for program management, engineering services, operations, and logistics support for the PSS-T program. The Government plans to award a second IDIQ to provide operations and sustainment support for the PSS-T program. NAICS: 541330 Engineering Services This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services. The size standard for this NAICS is $38.5 million when applied to procurement of military and aerospace equipment and military weapons. Industry Day Location: The location will be Top of the Bay Catering Services on Aberdeen Proving Ground, MD. Driving directions are attached as attachment 0001. Event Description: The activities for 26 August 2014 will begin with an open forum at 0800 and will include a general briefing followed by a question and answer session. Individual industry sessions will be held during the second half of the day and continue on 27 August 2014. Individual industry sessions will be held only with those potential respondents that request a one on one session prior to industry day. An agenda is included as attachment 0002. Security: This is an UNCLASSIFIED event. All information discussed must be UNCLASSIFIED. Information provided or discussed by attendees in the open forum may NOT include Vendor Proprietary or Business Sensitive Information. Registration: Registration is required for this event. All attendees must register by sending an email to kevin.kirkwood2.civ@mail.mil. Only registered individuals will be permitted to attend industry day. Interested parties must register by submitting the required information no later than 5:30 PM EST 21 August 2014. Please title your email as follows: Registration - Industry Day PSS-T W56KGY-15-D-PSST - Your Company's Name. Your email must include the full name of each attendee. Your registration e-mail should also include any questions you wish to have answered during the open forum. Information must be provided in advance in order to ensure access to the industry day site and assure adequate seating for attendees. Because of space limitations, the number of participants per organization will be restricted to three (3) per potential respondent. Attendance at industry day will be voluntary. PD Aerostats will not provide any cost reimbursement for industry day attendance. Participation by small and small disadvantaged businesses is encouraged. Please attend only if your business is a potential respondent. Question Submittal: Potential respondents are requested to submit questions/comments to PD Aerostats by 5:30 PM EST 21 August 2014. Questions should be submitted with your registration email. Questions provided in advance will be addressed at industry day. Questions that are initiated during industry day may be addressed or deferred to be answered on FedBizOpps after the conclusion of industry day. Individual Industry Sessions: The individual industry sessions are for the purpose of allowing a potential respondent the opportunity to ask any specific, company sensitive questions to better ensure they are prepared to respond to a PSS-T requirement. The documents (if any) provided with the original RFI, with this special notice, and during the industry day are for guidance only. No additional information regarding the PSS-T requirement will be provided by the Government during these sessions unless it is provided to all potential respondents. If a potential respondent desires an individual industry session, it is required that a request for this session is e-mailed to Mr. Kevin Kirkwood at kevin.kirkwood2.civ@mail.mil no later than August 23, 2014. All industry sessions are planned for no more than one (1) hour. Individual industry sessions may be held either 26 August or 27 August 2014. The schedule for the individual industry sessions will be determined based on the order in which requests are received. Questions for the individual industry sessions are required to be provided in advance to Mr. Kevin Kirkwood at kevin.kirkwood2.civ@mail.mil no later than August 23, 2014. **Note: A DRAFT performance work statement (PWS) has been developed and is posted to this anouncement.** *** The Government has updated Attachment 0004 - Industry Day Government Team Members *** *** PD Aerostats has provided Attachment 0005 to this annoucement which contains questions to industry. Any interested offeror can supply responses to any and/or all these questions.
