Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Illumina Inc., San Diego, CA 92122, to provide MiSeq Integrated System and associated equipment and software for The Department of Defense (DoD) Bone Marrow Program's HLA sequence analysis requirements in support of NMRC. The purpose of this acquisition is to provide accurate HLA sequence analysis to accurately identify the key regions of HLA genes that are the primary requirements for HLA matching donors and patients for the DoD Bone Marrow Program. The MiSeq system is currently being developed in the DoD Bone Marrow Program laboratory and has been shown to be capable of meeting the need of the DoD program to accurately identify the key regions of HLA genes that are the primary requirements for HLA matching donors and patients. This region is the antigen combining region of the HLA molecules, exon 2 and 3 for HLA class I genes (HLA-A, -B and -C), and exon 2 for HLA class II genes (HLA-DR, -DQ, -DP). Additional MiSeq equipment is required for increased laboratory throughput to perform the science and continued technical refinements to demonstrate this new system can provide highly reliable results for tens of thousands of HLA typing's. The total estimated value of this requirement is $226,060.00. Illumina has been identified as the only responsible source that can provide the required items, in accordance with FAR 6.302-1. The system was previously procured along with ancillary equipment, reagents and supplies and developmental analytic software, and is in current use at the Bone Marrow Research laboratory. Maintaining the same system is required for consistency for the Bone Marrow Research Program sequencing typing and data analysis process to define the critical sequences (antigen combining region) of the critical genes required for DoD volunteer donor registration as potential marrow donors for those who match potential patients or casualties. Therefore, because Illumina is the only manufacturer of the equipment, they represent the only responsible source available to purchase from. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 5:00 PM Eastern Time, 6 September 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil and shall reference "N32398HLAANALYSIS" in the subject line.
