- 100% Indian Economic Enterprise (IEE) Set-aside, for Small Business IEE concerns in accordance with the Buy Indian Act. Department of the Interior, Bureau of Indian Education R - Workforce performance evaluation, planning, and development service for the Department of the Interior (DOI), Bureau of Indian Education (BIE) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice; Proposals are being requested and a written solicitation is issued. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 541611, size standard is $15 million. This acquisition is being solicited accordance with FAR Part 13.003 and DIAR 1480.504-1, as a total Indian Economic Enterprise Set-aside. The Period of Performance (POP) shall be 12 months from contract award. See the PWS for complete performance requirement details. The resultant contract will be awarded as a firm fixed-price contract as defined in FAR 16.2. The Government intends to make a single contract award. BACKGROUND The Bureau of Indian Education (BIE) within the Department of Interior is responsible for 185 elementary, secondary, residential and peripheral dormitories across 23 states. Of these schools, 127 schools are tribally controlled, 58 schools are BIE Operated schools and the BIE oversees two (2) post-secondary schools. The BIE employs approximately 3,800 educators. These institutions contain approximately 42,000 American Indian and Alaska Native students. Concern with the overall decline in organizational performance; staff and faculty leadership and accountability; role of the BIE in its effectiveness, or lack of, to improve test scores; and quality of education and the funding established by the No Child Left Behind legislation (NCLB), predicates the need for a comprehensive organizational evaluation. SCOPE AND PURPOSE The purpose is to obtain a comprehensive evaluation of the performance of the BIE workforce. The evaluation shall determine the effectiveness of the organization and provide recommendations to help strengthen the overall performance of the BIE workforce. The formulation of a plan will provide realistic and comprehensive structure in taking proactive steps to manage the workforce and achieve the BIEs mission as effectively and efficiently as possible.
