- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA is seeking qualified parties to provide detonation testing and evaluation support services for Cylinder Expansion (CYLEX) tests of research and development (R&D) explosives. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code. The results of this Sources Sought will be used to determine the technical capability and availability of all prospective parties if any opportunities exist. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THE TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. THIS IS STRICTLY MARKET RESEARCH AND THE GOVERNMENT WILL NOT ENTERTAIN QUESTIONS CONCERNING THIS MARKET RESEARCH. REQUIRED CAPABILITIES The Government requires CYLEX testing and analysis for up to four explosive filled copper tubes, which will be shipped to the prospective party upon award. All testing is expected to be completed and reported within four months of test item receipt. The R&D explosives will be compared for detonation velocity, wall velocity vs. time, Chapman-Jouget explosive parameters, Jones-Wilkins-Lee (JWL) equation of state, and Gurney energy (E) at multiple volume expansions ranging from 0 to 50. In order to assess capabilities, the Government requests the following information be included in response to this Sources Sought: 1) Prior/current CYLEX testing experience within the past two years (i.e. number tests conducted, dimensions of test items, types of data collected, and analysis used) 2) CYLEX test data collection capabilities (Streak Image, VISAR, PDV, etc.), data and performance analysis capabilities, and experience 3) Test facility net explosive weight limits with associated hazard classification; cylinder diameter and length limits 4) Operational test equipment available; material purchases required for this type of effort 5) Additional local tests anticipated/required for safety, etc. prior to being able to proceed with CYLEX testing 6) Information needed from the Government regarding the test item 7) Test facility and equipment availability over the next 12 months 8) Resources available such as currently employed personnel to be assigned to tasks for this type of effort to include professional qualifications, specific experience, and availability over the next 12 months Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and commercial customers for the past two years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the primary party and the work accomplished by the teaming parties/partners. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have an unclassified limited distribution statement and is restricted by the International Traffic in Arms Regulations (ITAR). All parties who respond and their potential teaming partners must be able to conduct the work proposed (material receipt, storage, handling, test set-up, testing, test site clean-up, data acquisition and storage, data analysis, transfer of data and analysis, etc.) under ITAR and distribution statement C. Any data (hard or soft copies) or paperwork generated shall be labeled and handled per the distribution statement, warning, and destruction notice below. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Interested parties should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch one sided pages, font no smaller than 10 point Times New Roman or Arial) demonstrating ability to perform the services discussed in this Technical Description.
