Description
U.S Army Contracting Command, Aberdeen Proving Ground, MD (ACC-APG) intends to award a sole source contract to Kaiser Optical Systems, Inc. located at 371 Parkland Plz, Ann Arbor MI 48103. Kaiser Optical Systems, Inc. shall provide two (2) HoloSpec f/1.8-VIS Raman Spectrometers and its associated parts to include the HSG-532 LF Raman Grating Assembly and the HDG-560.1 High Dispersion Grating. The government has a requirement to procure spectrometers with a specific aperture and size requirement (f/1.8) to be used for detector systems. The detector systems currently use the Kaiser Optical System's HoloSpec f/1.8 Raman Spectrometer. The current detector system has specific foot print requirements and light collecting requirements that can only be met with the HoloSpec f/1.8 raman spectrometer. This spectrometer is the only one on the market that provides an f/1.8 aperture, which is critical to the design of the detector, especially in this set up where too much exposure to the light source can degrade the sample that is being detected, leading to an unoperational detector. No other aperture size will work in the detector. At this time, Kaiser Optical Systems is the only manufacturer producing a raman spectrometer with an aperture of f/1.8. The NAICS code for this requirement is 333314 and a size standard of 500 employees. The statutory authority permitting other than full and open competition is implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach.
