- INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition procedures, and FAR Part 12-Acquisition of Commercial Items. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-FY14-630 and the solicitation is issued as a pre-solicitation notice of intent to award a contract on a noncompetitive basis to: PatientsLikeMe 155 Second Street Cambridge, MA 02141 The National Institute of Mental Health (NIMH) has identified one organization, PatientsLikeMe, that uniquely has the capacity to provide the required platform. Their Open Research Exchange (ORE) platform puts patients at the center of the clinical research process. It helps medical researchers pilot, deploy, share, and validate new ways to measure diseases within PatientsLikeMe's community of more than 200,000 members. PatientsLikeMe's tool is highly customized to meet the specific NIMH requirements. The platform that PatientsLikeMe possesses and that NIMH plans to utilize will allow for long term, longitudinal following of study subjects whether or not they remain in military service. Such a platform will also allow the flexibility to collect different types of data as the need is identified. The proprietary platform created by PatientsLikeMe coupled with their intention to expand this platform to current and past soldiers presents a unique opportunity to accomplish the NIMH priority to further understand the risk factors for PTSD and suicide. PatientsLikeMe is the only company with this capacity that currently has an active recruitment program aimed at those suffering from PTSD. For these reasons, NIMH seeks to collaborate with PatientsLikeMe. ACQUISITION AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 05-76, dated July 25, 2014. SMALL BUSINESS SET ASIDE STATUS This combined synopsis/solicitation is NOT set aside for small businesses. The associated NAICS code is 541690 - Other Scientific and Technical Consulting Services- and the associated small business size standard $15.0 Million. Also, the full text of a clause may be accessed electronically at this/these address(es): FAR Clauses: http://acquisition.gov/far/ BACKGROUND INFORMATION As the lead Federal agency for research on mental illness, the National Institute of Mental Health (NIMH) seeks to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. One (1) in seventeen (17) American adults suffers from a disabling mental illness. Suicide, which 90% of the time involves a mental illness, is a leading cause of death. Furthermore, mental disorders are the leading source of disability in young Americans. As for a focus on service members and women, the suicide rate in the U.S. Army began climbing in 2005. By 2008, the rate exceeded the demographically matched civilian rate (20.2 suicide deaths per 100,000 vs. 19.2). To reduce the burden of mental illness, a deeper understanding of the brain and how the brain supports normal and abnormal behavior is needed. PROJECT REQUIREMENTS 1) Within two weeks of the award of this contract, the contractor shall convene a meeting with NIMH representatives to discuss the deliverables of this statement of work. 2) The contractor shall include NIMH as a sponsor in its rollout and publicity effort to build a community for current and former soldiers. (October 15th, 2014) 3) The contractor shall prominently display the NIMH logo and provide credit to NIMH as a supporter of its effort to build a network community for service members on its website and related advertising or media materials. (November 7th - 15th, 2014) 4) The contractor shall include on their website a feature box/link to NIMH clinical trials that are recruiting, allowing participants in the network to send direct inquiries to NIMH/NIMH funded research trials about volunteering. NIMH will provide the list of clinical trials and will update that list periodically via www.clinicaltrials.gov or similar form/API. The contractor shall identify staff who will receive the clinical trials information. (November 14, 2014) 5) The contractor shall develop an expansion of their network website platform to allow for the collection of data from soldier/veteran participants suffering from mental illness as well as from participants who are willing to serve as control subjects. The contractor shall ensure that appropriate consents are obtained that will allow the data to be used by qualified researchers. (November 28, 2014) 6) The contactor shall deliver a feasibility report with designs for incorporating jointly agreed PTSD common data elements (CDE) into the expansion of their website. These data collection instruments may have skip logic, and the website shall implement that logic. In addition to the formal data collection instruments, the website shall allow participants to describe their conditions and treatments. (November 28, 2014) 7) The contractor shall include a check box, or other method, for participants to indicate whether the individual was also a part of the NIMH Army STARRS study. If so, the participant shall have the ability to submit their study ID number. (December 15, 2014) 8) The contractor shall submit a final report to NIMH. (March 31, 2014) 9) With the exception of the timetable, unless stated, all other deliverables are due by March 31, 2015. 10) On March 31, 2015, the contractor shall transfer all de-identified data that has been collected on opted-in Army STARRS participants recruited by NIMH through this contract to an NIMH data repository or to a different contractor with jointly agreed upon non-commercial data-use terms. PLACE OF PERFORMANCE The principal place of performance is determined by the contractor. Accordingly, reimbursable travel and per diem for the contractor's employees performing work on a regular basis at this place of performance is not authorized. Any changes to this must be approved in advance by the contracting officer. EVALUATION: Price will be evaluated in accordance with FAR 13.106-3(a). RESPONSE REQUIREMENTS: Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. A quote must be received by August 25, 2014 at 3:00 PM EST and must reference solicitation number HHS-NIH-NIDA-SSSA-CSS-FY14-630. Failure to submit the requested information may result in disqualification of the submitted quote. The offeror must have an active registration in the System for Award Management (SAM) www.sam.gov. Small business certification must be included in the contractor's SAM profile if the contractor is quoting as a small business. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
