Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Edgewood Contracting Division intends to negotiate with Spectral Sensor Solutions, LLC 10500 Copper Ave Suite I, Albuquerque, NM 87123 under the authority of 10 USC 2304 (1) as implemented by FAR Part 6.302-1,Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements for the design and assembling a state-of-the-art ultraviolet (UV) Raman spectroscopy system testbed. The Edgewood Chemical Biological Center (ECBC) owns a Joint Contaminated Surface Detector (JCSD) system. This testbed is a required component of the Raman Agent Monitoring System (RAMS) project which supports the international project agreement KS-A-13-002. Under this effort, this JCSD system will be utilized to design and create a testbed that will provide a flexible platform to enable ECBC to advance the state-of-the-art in the use of deep UV (Ultraviolet less than 250nm) Raman spectroscopy for the detection and identification of chemical warfare agents (CWAs) and stimulants. Specifically, the testbed will be highly modular to facilitate interchange of UV components (e.g. laser source, spectrograph, optical components, etc) and allow for the characterization and assessment of those components to extend the current understanding of UV Raman spectroscopy into the deep UV (DUV) range. Utilizing the existing JCSD system eliminates duplicate costs to the Government. The proposed contract will have a six (6) month period of performance. In addition to the base requirement the ECBC also has a requirement for Software refinement to be included as an Option. If exercised this option will be performed as two (2) tasks as follows: Task 1-Additional software improvements will be made to the detection algorithm. These detection algorith improvements will use field and laboratory data collected under the RAMS program to increase sensitivity and reduce false alarms. Task 2-Assement of Field and Laboratory Data. The contractor shall analyze data collected under the RAMS program to verify system functionality, make testing recommendations, and improve detection performance. If exercised, the proposed option will include a six (6) month period of performance. Spectral Sensor Solutions, LLC (S3) licensed the JCSD UV Raman technology from Excelis and is the only company authorized to utilize this technology. This is not a request for proposal. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Contract award is anticipated no later than 30 September 2014.
